Qualifications:

Comprehensive knowledge of the applicable administrative, concepts, principles, and practices that govern support functions performed in a foreign offices.
Knowledge of local law enforcement organizations in the geographical area assigned to the office.
Knowledge of host country customs and law sufficiently to resolve problems associated with office and housing needs.
Knowledge and skill in the use of automation equipment and computer software systems.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE
The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE
Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

As Eurasia Programme Manager, you will be responsible for leading and managing the Eurasia programme in accordance with the aims and strategic priorities of International Alert. Specifically you will:

Qualifications:
The successful candidate will have a talent for communicating clearly and sensitively within complex environments. The South Caucasus in particular is a region where strongly held positions, disputed borders and geopolitics combine to create complex conditions in which to work.
Relationships with partners and also between staff working on different but interrelated projects need to be managed carefully and skilfully given these conditions. In addition, the Programme Manager will be a natural entrepreneur, bringing the creativity and energy required to grow the programme over the next few years.

Educated to degree level (or equivalent) you have significant experience of peacebuilding or related activity, (including at least two years in the field), leading strategic planning processes, developing successful project proposals and raising funds.  As well as the ability to lead, you will also have an aptitude for all aspects of financial management and skills in mobilising others' energies around shared objectives. You will be fluent in English and Russian and familiar with the South Caucasus and/or Central Asia regions.

Executive Assistant to the President

Under the supervision of the President, the Executive Assistant to the President supports the President and Board of Trustees. Duties

  • Manage the EF Network Steering Committee, coordinate DC portion of Network-wide meetings and other activities. Generate Skype calls, maintain meeting materials on Intranet, and prepare initial draft minutes on a timely basis.
  • Maintain list of subscriptions and memberships, including on-line accounts for general usage.
  • Coordinate meetings for EF, EPF and EFCA nominating committees and prepare initial draft minutes on a timely basis.
  • Take minutes for EF finance committee and prepare initial draft minutes on a timely basis.
  • All other duties as assigned by the President.

Qualifications:
  • Educational attainment should be to the level associated with the achievement of a master's degree. A combination of a bachelor’s degree and appropriate work experience acceptable.
  • Experience: At least ten years professional experience with varied responsibilities, preferably in the nonprofit sector, is required.
  • Fluency in written and spoken English is required. Strong interpersonal and communications skills are required. Knowledge of NIS and fluency in an NIS language are desirable, as is living experience abroad. Strong computers skills in word-processing, spreadsheet, database, and desktop publishing applications are required.

Tajikistan Conflict Specialist

AMEX International, Inc., a Washington, DC-based international development firm, has an immediate need for a senior level consultant who can lead a small team to conduct an assessment of current conflict dynamics in Tajikistan. The expected results of this assessment will offer analysis and recommendations for a U.S. government approach towards mitigating potential key triggers of violent conflict in Tajikistan. This assessment will include a desk top research and review of the body of analytical work available on Tajikistan, particularly conflict triggers, to help identify areas, both thematic and geographic, that merit closer attention once the team begins its fieldwork; meetings with USG Washington, DC representatives; development of a written fieldwork plan; fieldwork of up to three weeks on the ground in Tajikistan; and a final report with recommendations for new and modified directions in programming. The Conflict Assessment Framework prepared by USAID’s Office of Conflict Management and Mitigation (CMM) will be the primary analytical tool for conducting the field assessment. This work is to be done under an AMEX contract with CMM, and the start-up date is almost immediate. The overall length of the project is about 2 months.

Qualifications:
Knowledge of the conflict triggers and programming in this field. Relevant experience with leading or participating in similar assessments. Experience in translating conflict assessment findings into programmatic objectives across sectors (e.g. health, education, economic growth, and democracy and governance). Experience analyzing the intended and unintended consequences of development programs on the potential triggers or mitigating factors of conflict. Prior USAID experience. Prior experience using CMM’s Conflict Assessment Framework methodology. References that can speak to the candidate’s ability to produce a high quality product. Relevant Master’s (or higher) degree from an accredited university. Be available to start work immediately.

PREFERENCES: Experience in Central Asia. Competency in the Russian and/or local Tajik languages.

Qualifications:
MPH or equivalent graduate degree (degree preferred, but experience may substitute), at least 3-8 years of field and HQ-based experience in international health, outstanding writing and communication skills, and capacity to work with public and private funders. Russian language skills required (other NIS languages a plus), and experience implementing or managing programs in Russia or the NIS region a must, with a special understanding of the regional sensitivities, challenges and opportunities for advocacy to change national and global policy.

Strongly preferred qualifications include: experience with services for at-risk youth and families and/or with HIV/AIDS among marginalized populations.

    Deputy Chief of Party - Russia

    PSI seeks qualified candidates for the position of Deputy Chief of Party for an anticipated USAID-funded HIV prevention project for at-risk populations in Russia. The project aims to contribute to the Government of Russia's fight against HIV/AIDS promoting HIV prevention programs targeting most at-risk populations (MARPs), particularly injecting drug uses (IDUs), the primary drivers of the epidemic. In collaboration with key stakeholders working in the area of HIV, the project is intended to provide technical expertise and support which will contribute to the federal endorsement of an essential package of HIV prevention services for IDUs. With a growing number of prevention programs and models developed in Russia today, the new project also aims to assist in the consolidation of the various prevention approaches into a broad, yet targeted, menu of effective services for prevention programs, particularly for IDUs. The project will also emphasize strengthening the technical capacity of civil society and government organizations implementing HIV prevention activities targeting IDUs.

    The Deputy Chief of Party will specifically be responsible for providing technical leadership in the areas of behavior change communications, and monitoring and evaluation, while also playing an active role in the general management and leadership of the project. This position is based in Moscow, Russia and reports to the Chief of Party for the HIV Prevention for At-Risk Populations Project.
    Qualifications:
    • Advanced degree in public health, health administration, health management, medicine, or health specialization required
    • At least 6 years of experience leading HIV or drug demand reduction projects in developing countries
    • At least 5 years work experience in Russia or the former Soviet Union, managing and leading cross-cultural teams
    • Proven experience developing and advocating with government, donors, other stakeholder and partners
    • Demonstrated skills in written and oral communication, report writing, financial management, project monitoring, and supervision/mentoring of staff
    • Ability to use both English and Russian in professional settings
    • Willingness to travel in country up to 20% of the time
