Description:
Under a multi-year program in support of democratic development in Ukraine, NDI is assisting civic groups and activists as well as political parties in strengthening their capacities as instruments of public participation in decision-making. The civic trainer will be responsible for designing and implementing NDI programs, including conducting trainings and individual meetings, with civic and political activists. Areas of assistance include leadership development, issue advocacy and citizen outreach, nonpartisan election-related education and monitoring, and some broader organizational development.   NDI seeks an experienced professional with expertise in a number of these areas, as well some background in training and mobilizing volunteers.
The Resident Civic Trainer will also represent NDI to the government of Ukraine, the US Embassy and USAID, and local and international non-governmental organizations (NGOs). The Resident Civic Trainer will report to NDI’s Kyiv Office Director and assist as needed with tasks related to financial and human resource management within the Kyiv office.
Required Skills
  • Assist Ukrainian partners  with the fundamentals of influencing public policy via workshops on topics such as: public opinion research, message development, strategic planning, building and maintaining coalitions, media relations and outreach to government officials;
  • Provide guidance to Ukrainian civic and political organizations on institutional development and management skills including:  leadership skills and strategies, volunteer recruitment and retention, internal communications, transparent financial management practices and organizational sustainability/fundraising;
  • Ensure programmatic goals are achieved and operational and reporting requirements are adhered to;
  • Maintain relationships with key partners in civil society, government and the donor community;
  • Draft and submit field reports that monitor, measure and evaluate program results;
  • Develops program concepts and leads strategic discussions;
  • Anticipates and plans for programmatic needs and takes action accordingly; provides guidance to staff in this area; oversees programmatic progress and measures program performance, timing and results; conducts assessments.
  • Represents NDI at local conferences and meetings with NGO community, funders and donors and members of the foreign policy community to assist with NDI's public outreach.
  • Provides support for local and regional program conferences, workshops and meetings;
  • Maintains collaborative relationships with international democratic development organizations, civic organizations and NDI's network of volunteer trainers and experts; acts as back-up to team members not present.
Qualifications:
  • Bachelors Degree, preferably in public policy or related subject;
  • Minimum of four (4) years relevant work experience as a grass-roots or political organizer for non-governmental organizations or political parties at the state/provincial or national level.  Election/referendum experience highly desirable.  Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis; and,
  • Living/working experience outside of the US preferred;
  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, policy makers, US and foreign government personnel, members of donor organizations, and funders;
  • Superior oral and written communications skills to effectively present information, respond to questions and negotiate;
  • Ability to communicate skills and experience to others as a trainer and advisor;
  • Exceptional analytical skills for interpreting and managing complex program and political issues;
  • Experience working in a post conflict, non-English speaking multi-cultural work environment and promoting staff development;
  • Capacity to work both independently and as a member of a team;

Design, Monitoring & Evaluation

Assist the emergency program implementation team in timely and accurate reporting to donors. Coordinate with a variety of teams, HQ, Finance, and Program Directors and Country Director to ensure that reports are timely, high-quality, and responsive to donors.

Advise Development Intelligence Unit to identify methods of analyzing impact data for future program planning.  This would entail a data-based market analysis system appropriate for the conflict affected areas and pertinent to other MC programs for learning about and better serving beneficiaries.

Reporting
Manage the emergency response reporting schedule at the location of deployment, including private and institutional funding reports, resource development factsheets, and concept notes to elicit funding.

Serve as the liaison for fundraising teams in Portland, Edinburgh and Hong Kong in the context of the location of deployment, responding to requests for information, reports, proposals, and other needs, as requested by the Team Leader.

Serve as an informed resource on emergency response, including country and regional issues, and provide project updates to other Mercy Corps departments and external organizations.

Other duties as assigned the Team Leader.

Qualifications:
MA/S or equivalent in international development, political or social science management, statistics, agricultural economics, or other relevant field preferred.

Experience with post-conflict programming particularly in the areas of program development, monitoring and evaluation. This includes experience living and working overseas in a emergency response/relief environment.

Experience in Mercy Corps M&E framework and considerable experience with the reporting requirements of a variety of EC, US and private donors preferred.

Demonstrated experience building M&E systems that enable high quality program implementation and measurement of impact is preferred.

Must have training skills and experience working with a variety of donors.

Must have statistical skills and demonstrated analytical capacity.

Ability to effectively represent the organization and its interests to a diverse range of local and international government officials, local civil society organizations, other international organizations, the media and the public.

Understanding of the current political, economic, social conditions and the historical context of county experiencing the emergency is important, along with the ability to obtain, analyze and act on large amounts of information from a diverse range of sources.

Demonstrated proficiency in using computers, basic software systems, statistical analysis software, and email. Knowledge of communications equipment (e.g., radio and satellite telephone systems), protocols, systems and usage.

Experience working with host governments and their agents, INGOs and national NGOs.

Firm grasp of humanitarian standards and codes.

Fluent in both spoken and written English and be an excellent communicator (written emphasis), Russian language highly desirable

Qualifications:
• Bachelors degree in Accounting or Business Administration;
• Minimum 3 years managerial experience in a non-profit organization,
or equivalent experience, training and education;
• Recognized professional certificate in accounting such as CPA, or a Masters degree in
Accounting, preferred;
• Extensive experience in the administrative and financial management of overseas programs
at the management level. Three years of experience required, of which 1 year should be of
developing country experience or resource deprived environment;

Qualifications:
  • At least 3-5 years of international experience in emergency food security and livelihoods response and recovery program assessment, management, design and evaluation and/or technical training and support;
  • Advanced degree in a discipline relevant to food security and livelihoods (such as economics, agronomy, nutrition, rural development, anthropology or geography)
  • Experience in writing reports and other project documents.
  • Experience representing organizations externally.
  • Experience working in highly dynamic situations. 
  • Experience preparing successful funding proposals for donors, specifically US Government and European donors.
  • Experience deploying in emergencies and organizing and leading field teams and coordinating with various departments at the field level.
    • Understand food security, risk reduction, emergency response, and livelihoods concepts

11)Develop and lead support groups that accommodate the broad needs of the different populations of caregivers in the community. Expand the meeting time and place of these support groups.

12)Support Social Adult Day program/staff as needed.

13)Attend continuing education seminars as appropriate.

  • Assess grant proposals to present at quarterly NED Board meetings;
  • Travel to the region on a regular basis to identify and work with potential new grantees;
  • Monitor and provide compliance assistance to existing grantees;
  • Attend relevant internal and external meetings;
  • Track political and third sector developments in the region;
  • Maintain contacts with organizations and individuals working on the region.

Qualifications:
  • A Master’s level education in International Affairs, History, Political Science or related discipline;
  • At least five years of prior experience in democracy related and nonprofit work;
  • In-country experience in Russia, Central Asia or the Caucasus.
  • Excellent written and oral communications skills in English and Russian; fluency in Russian is required and proficiency in Turkic languages of Central Asia would be an advantage;
  • Proficient in the use of MS Office;
  • High degree of organization and initiative;
  • Experience in financial monitoring and reporting;
  • Knowledge of program evaluation techniques;
  • Excellent staff, office management and interpersonal skills.

Responsibilities:

The Protection Programme Manager (PPM) for Georgia is a combined managerial and advisory position in support of The Danish Refugee Council's (DRC) protection and advocacy work on resettlement and integration issues at ca local and national level.

The position has two main objectives:
