Description:
The resident Program Officer/Senior Program Officer will also represent NDI to the government of Armenia, the US Embassy and USAID, and local and international non-governmental organizations (NGOs). The resident Program Officer/Senior Program Officer will report to NDI’s Yerevan Office Director and assist as needed with tasks related to financial and human resource management within the Yerevan office. Close coordination will also be expected with NDI -Washington, including day-to-day contact with the Washington-based staff that provides oversight for field activities.
Required Skills
  • Assist domestic election monitoring organization(s) develop voter education and observation strategies and prepare for statistically-based observation of the 2012 parliamentary election;
  • Provide assistance to NDI’s youth and women’s programs;
  • Provide guidance to Armenian civic partners on institutional development and management skills including: leadership skills and strategies, volunteer recruitment and retention, internal communications, transparent financial management practices and organizational sustainability/fundraising;
  • Assist Armenian citizens and civic groups conduct advocacy campaigns and local initiative projects via workshops and trainings on such topics as: message development, building and maintaining coalitions, media relations and outreach to government officials;
  • Help choose local civic groups and distribute funds for a small grants program; assist in evaluating, managing and reporting on small grants program;
  • Draft and submit field and donor reports under guidance of country director that monitor, measure and evaluate program results and political developments;
  • Ensure programmatic goals are achieved and operational and reporting requirements are adhered to;
  • Maintain relationships with key partners in civil society and the donor community;
  • Develop program concepts and lead strategic discussions;
  • Anticipate and plan for programmatic needs and take action accordingly; provide guidance to staff in this area; oversee programmatic progress and measure program performance, timing and results; conduct assessments.

Qualifications:
  • Bachelors Degree, preferably in public policy or related subject;
  • Minimum four (4) years for Program Officer; six (6) years for Senior Program Officer professional experience working with civil society organizations or in democratic governance development;
  • Election/referendum experience highly desirable;
  • Substantial program management and financial management experience;
  • A background in fundraising highly desirable
  • Strong written and oral communication skills; fluency in written and spoken English;
  • Ability to communicate skills and experience to others as a trainer and advisor;

Required Skills

Qualifications:

  • Minimum of 8 (eight) years for a Program Manager or a  minimum of 10 (ten) years  for a Senior Program Manager of relevant work experience in international development, community organizing, political campaigns, organizational development, legislative affairs;
  • Conceptual, analytical and management skills to anticipate, interpret and respond effectively to complex operational and strategic issues;
  • Excellent interpersonal skills to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policymakers;
  • Exceptional written and oral communications skills;
  • English fluency required and competency in Russian or other Eurasian language(s) preferred;
  • Competency in one or more NDI functional program areas, including political party strengthening, civil society development, women’s participation, governance and legislative strengthening, and/or election monitoring;

Qualifications:

Specialized experience is defined as managing key program events to evaluate major agency program accomplishment against objectives related to negotiation of bilateral and multilateral cooperative aeronautical and space projects.

    Education: You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to this position, i.e. education, natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, social sciences, museum sciences, behavioral sciences, or sociology.

    Combination of education and experience: You must have a combination of education and experience, courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.     Fellowship 2011: US Graduate Fellowships for Research in the South Caucasus

    The American Research Institute of the South Caucasus (ARISC) announces the availability of US graduate fellowships in support of research in the South Caucasus (Armenia, Georgia, and/or Azerbaijan).

    Projects in all fields in the social sciences and humanities are eligible. Proposals will be judged on their quality and on the potential of the research to strengthen scholarship on the Southern Caucasus. The purpose of the fellowship is to help cover travel to and/or living expenses in the Southern Caucasus. During his/her stay in the Southern Caucasus, the fellow is expected to give an ARISC sponsored presentation on a subject related to his/her research.  The fellow will acknowledge ARISC in any publication that emerges from the research carried during the fellowship. 

    Qualifications: Graduate students enrolled in accredited degree-granting programs in the US are eligible for the fellowship.
