Description:
The Assistant Program Officer (APO) will provide significant programmatic support to the Endowment’s small grants activities in Russia, and will provide administrative support to other country programs as required.  The APO will travel to Russia approximately 2-3 times per year.
Responsibilities:
  • Draft summaries of proposals to present at quarterly Board meetings;
  • Assist in the evaluation of project proposals;
  • Communicate regularly with existing grantees;
  • Assist in monitoring the work of existing grantees;
  • Tracking political developments in Russia;
  • Organize events to highlight specific democracy-related issues;
  • Provide administrative support to  the Russia and Eurasia Section;
  • Travel to Russia on a regular basis to monitor existing grantees and identify potential grantees.


Qualifications:
  • Master’s level education or equivalent knowledge in International Relations, Political Science, or a related discipline is required;
  • Written and oral fluency in Russian is required;
  • At least 2 years of experience in democracy related work in Russia and Eurasia is preferred;
  • At least a year of experience living in Russia is preferred;
  • In-depth knowledge of political issues and trends in Russia;
  • Excellent written and oral communication skills in English;
  • MS Office Skills required, particularly Excel;
  • Demonstrated high degree of organization, initiative, and commitment;
  • Legal authorization to work in the United States is required.

Civic Education Program Director (Georgia)

IREX seeks a Civic Education Program Director to support a potential program supported by the Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia.  The program, entitled  “Civic Education through English Language”, is envisioned as a two- year project with a possible one year extension to improve English-language teaching and learning in Georgian schools, in order to support Euro-Atlantic integration, promote Western democratic values, improve students’ capacity for higher and continuing education, and increase marketable job skills among Georgian youth.  The direct beneficiaries of this program will be Georgian students and teachers of English at the primary and secondary school levels (grades 1 through 12).

IREX seeks applicants for the position of Program Director based in Tbilisi.  The Director will oversee staff and provide oversight of budget, operational and technical issues.  Regional travel will be required.
 
 
Qualifications:
University degree in relevant field, masters preferred
Minimum 7 years experience in international development, preferably focused on civic education, democratic engagement, and/or English language instruction.
Demonstrated management of international assistance programs.
Training or other technical skills.
Strong writing, editing and oral presentation skills, evidenced by professional experience and success.
Experience in Georgia preferred. 
Georgian and/or Russian language skills preferred.

Intern

Description:
Under the direct supervision of the relevant Programme Manager, the successful candidate is expected to perform the below tasks.
 

Duties
 * Conduct capacity building needs assessment of NGO partners involved in counter-trafficking through field visits
 * Research, analyze, and draft report on reintegration assistance to victims of trafficking as practiced in Tajikistan and best practices in international cases
 * Compile success stories, best practices, and lessons learnt on key counter trafficking issues
 * Identify key improvements to monitoring and evaluation system within the CT unit
 * Prepare accurate narrative reports and proposals as necessary
 * Support IOM Mission with additional tasks as needed

Expected Outputs
 * Capacity building needs assessment identifying training needs for NGO partners
 * Research report on reintegration assistance
 * Timely and accurate activity reports
 * Monitoring and evaluation system / tools developed and improved
 * Other deliverables as assigned
 


Qualifications:

 * Currently enrolled in or completion of Master's level degree or
   above in relevant field of study
 * Experience conducting field and desk research
 * Strong analytical skills
 * Solid written and verbal communication skills
 * Previous experience living or working in a developing country preferred
 * Fluency in English required
 * Knowledge of Russian, Tajik, and/or Farsi desired

Program Officer - International Harm Reduction Development Program

IHRD seeks a full-time Program Officer in its New York office.  The program officer will report to IHRD’s Director, and will work in collaboration with other IHRD and PHP staff, as well as the staff of the OSF network.  The geographic focus of this work will be Eastern Europe and Central Asia, with additional activities in Southeast Asia, China, and Africa.

Responsibilities

The Program Officer will be responsible for the development and coordination of grantmaking, technical assistance, and advocacy strategies to reduce police abuses against drug users, and to sustain approaches to policing that increase drug users’ access to integrated and high quality treatment, including HIV, TB, Hepatitis C and drug treatment.  Primary geographic areas of focus are Eastern Europe and Central Asia/Caucusus, though work will also include some engagement in Asia and Africa.   The Program Officer reports to the Director of IHRD, and works as part of a team of IHRD staff members whose grantmaking and advocacy increases the capacity and engagement of community-based organizations working with people who use drugs and the responsiveness of state systems to the needs of drug users.

Qualifications:
  • Minimum of 5 years relevant work experience in issues related to policing, harm reduction, human rights, drug use and/or HIV, TB and Hepatitis C
  • Advanced degree in relevant field
  • Direct experience in working with community groups on the development and implementation of advocacy strategies and campaigns with demonstrable impact on police practices
  • Proven ability to inspire local actors to strengthen their service delivery efforts through monitoring and advocacy for policy change, and to equip them with the appropriate tools and knowledge to do so
  • Commitment to harm reduction principles and human rights
  • Familiarity with international funding mechanisms and advocacy relevant to police reform.  Familiarity with efforts to improve policing for vulnerable groups preferred.
  • Ability to listen and communicate effectively with people from diverse cultures and backgrounds
  • Excellent oral and written English skills
  • Proficiency in Russian language desirable
  • Willingness to travel internationally on a frequent basis
