Title: Education Specialist

Location: Sitka & Mount Edgecumbe, AK

Compensation: $52,639 to $68,425 annually, plus federal benefits.

Description:

You will plan, develop, present and direct others in the presentation of formal educational activities in the park, local community, and beyond.  Participating with the Chief of Interpretation, other staff members, and representatives of the educational community, you will develop a park Education Plan, including education goals and program priorities.  You will plan, develop, publicize, and present on and off-site education programs that directly address established local, state, and national curriculum standards for each grade level, while featuring park resources and communicating park themes, significance, and relevance on intellectual and emotional levels.  Programs include activities that are specifically designed to support program and park themes and incorporate age and curriculum appropriate hands-on, inquiry-based techniques.  

You will train and direct other park staff on the development and presentation of educational programs and activities.  Develop and maintain cooperative working relationships with a variety of groups including educations, federal, state and local government agencies, private organizations, and Native entities.  Develop and maintain extended learning opportunities such as websites, distance learning via satellite, electronic field trips, educational kits, trunks, displays, newsletters, brochures, etc.  Develop and or coordinate park Junior Ranger and Student Ranger programs.

 

Qualifications:

Basic education requirements can be met by either of the following:
Education: You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to this position, i.e. education, natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, social sciences, museum sciences, behavioral sciences, or sociology.

Combination of education and experience: You must have a combination of education and experience, courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Specialized Experience and/or Education: In addition to the minimum education requirements, you must have certain higher level education or specialized experience to qualify for the GS-09 grade level of this position.  This qualifying education and/or experience can be met through any of the following:

Specialized Experience: To qualify using specialized experiene you must have one year of specialized experience equivalent to the GS-07 level in the Federal service.  Specialized experience is experience planning and implementing a comprehensive, curriculum based education program serving elementary through college students
 
Education: To qualify using education you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

You will be serving as a uniformed, front-lined representative of the National Park Service. You operate the park's visitor center and greet visitors at the Russian Bishop's house, collecting and verifying use fees, and issuing park passes and follow established guidelines for handling government funds. Reconciles shifts, prepares deposits and remittances, coducts fee audits, maintains stock and supply inventories, and manages change funds. Answer visitor’s questions, assist visitors with bookstore purchases and operates a cash register. Answer telephone inquiries. Presents guided tours of the historic Russian Bishop's house and conducts roving interpretation on park trails and grounds. Assist with special interpretive programs or projects.

Qualifications:
Specialized Experience and/or Education: You must have acquired certain higher level education or specialized experience to qualify for the GS-05 grade level of this position. This qualifying education and/or experience can be met through any of the following:

Specialized Experience: You must have one year of specialized experience. Specialized experience is equivalent to the GS-04 level in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of a Visitor Use Assistant. Examples of specialized experience are, performing fee collection activities for museum, public visitor-oriented fee operation, providing recreation program support activities, or public relations work.

Education: You must have four years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelor’s degree in any field of study.

Equivalent Combination of Education and Experience: You must have a combination of experience and education as describe above. Only the education above the first 60 hours is creditable. The total of the combination of experience and education must equal 100%.

As a member of the park’s interpretation and education team, incumbent researches, develops and presents guided walks, talks, and tours on the cultural and natural history of Sitka National Historical Park and Southeast Alaska. Conducts frequent tours of the 1843 Russian Bishop’s House and occasional guided walks along park trails featuring totem poles, the 1804 battle between Tlingit Indians and Russian fur traders, and natural history subjects. Regularly performs interpretive roving patrols on park trails and at the Russian Bishop’s House to present cultural and natural history of the region. Incumbent will perform work at the park’s visitor center greeting visitors and answering questions. Answers telephone inquiries and written requests for information.  Incumbent is expected to perform fee collection duties including operating cash register and completing shift reports. This position assists with special interpretive programs and projects. If selected, appointee will be subject to a background investigation for suitability determination. Duties require the ability to climb stairs in the Russian Bishop’s House National Historic Landmark.

PHYSICAL DEMANDS:   The work involves extensive periods of standing and walking, in some cases over rough surfaces or inclines, carrying backpacks, tools, rescue equipment, etc.

WORK ENVIRONMENT:   The work is performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness, e.g., high or low temperatures, confined spaces or adverse weather


Qualifications:
You must show one year of specialized experience equivalent to at least the GS-04 level in the federal service.   Specialized experience  is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.   Examples of qualifying specialized experience for this position include, but are not limited to, the following: park guide or tour leader, work in a park, recreation or conservation area, environmental education, history and/or cultural resources education, and natural sciences education.   Work will include independent research and presentation.

EDUCATION: You must possess a 4 year course of study above high school leading to a bachelor's degree with 24 semester hours of related course work.   One year of full time undergraduate study is defined as 30 semester hours or 45 quarter hours.

Staffs information counter at the visitor center serving as initial contact for all visitors entering the building. Greets everyone entering the building. Provides information on a variety of subjects and interprets park values for visitors with varying interests and backgrounds. Orients hikers to conditions and equipment needs. Presents informal interpretive programs including introductions to films, map talks, and static exhibit interpretation at the visitor center. Performs roving interpretations, providing visitors with information on park related activities, services and park themes.

PHYSICAL DEMANDS:   Standing for long periods of time, walking for distances up to one miles here, climbing and descending steep inclines, bending, and lifting moderately heavy items in a repetitive motion is required.  Mental stress and physical fatigue occure due to high volume of personal contacts, occasional emergency responses, and repetitive nature of interpretive programs.  

WORK ENVIRONMENT:  Work is performed indoores at the visitors center as well as in outdoor areas resulting in exposure to extreme temperatures, rain, snow, wind and direct sunlight.

Qualifications:

Applicants must possess six (6) months of general experience and six (6) months of specialized experience for a total of one year of experience. 

General experience is any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation.   Examples of general experience include, but are not limited to, selling merchandise, collecting and accounting for fees or other monies, greeting visitors, disseminating information, providing directions, or other work which required dealing with people on a recurring basis; and that indicates the ability to acquire the knowledge and skills needed to perform the duties of this position.

Specialized Experience is experience that that involved oral presentation of historical, scientific, or program information to groups; or developing and/or revising technical, historical, or scientific information for oral presentation to groups.  Examples of specialized experience could include Park Guide or tour leader; naturalist; environmental educator or teacher; or other similar work.

OR

Education:   Applicants must have two years of education above high school (60 semester hour or 90 quarter hours) which included at least 12 semester hours of directly related courses, such as in American history, science, and/or public speaking.
