Chemonics seeks a human and institutional capacity development (HICD) manager for the anticipated USAID Economic Policy Reform project in Kyrgyzstan, which aims to improve the macro- and microeconomic environment to support the growth of the economy and increase human and institutional capacity development of selected government agencies and private-sector organizations. The project will build capacity to develop strategic economic policy reforms, analyze approaches to reform, and implement reforms effectively. We are looking for individuals who have a passion for making a difference in the lives of people around the world. The HICD manager will assist with project management, including grants and subcontracts, and will work with public- and private-sector organizations to build capacity in financial and information systems management, human resources, and communication systems.  

Qualifications:

• Advanced degree in economics, finance, or other relevant field
• Eight years experience in institutional capacity development using the HICD or related models
• Familiarity with the HICD model, including modern financial management, human resources, information systems management, and communications strategies
• Demonstrated experience managing grants and subcontracts on USAID-funded projects
• Proven experience assessing, consulting on, and improving the capacity of public- and private-sector organizations in a developing context
• Demonstrated success in creating and implementing management and capacity building solutions, and achieving measurable results in development projects
• Central Asia experience preferred
• Demonstrated leadership, versatility, and integrity
• Fluency in English; proficiency in Russian strongly preferred

The Operations Analyst will be responsible for developing and implementing a comprehensive public and stakeholder awareness program to support the business needs of RRE and REE. He/she will be responsible for producing all program communications and educational materials and planning and implementation of all public/media activities and events. Duties and responsibilities:

Develop and implement stakeholder outreach strategies for RRE and REE programs.

Develop narrative for and design program materials and tools (market studies, good practice guides, business case studies, etc) on RRE, REE and related issues;

Jointly with technical experts produce technical articles and training materials;

Direct dissemination of the produced program materials and evaluate results of awareness efforts;

Support joint marketing efforts of investment and advisory team to engage clients in target sectors;

In collaboration with the region s Communications Team, prepare all program-related promotional materials: press releases, press kits, program websites;

Develop working relationships with journalists, key players in Russian mass media and other relevant stakeholders, and ensure appropriate visibility of project activities in the media;

Conduct regular media monitoring and analysis;

Ensure that all project materials and activities are aligned with IFC brand guidelines, policies and strategy;

Organize internal and external stakeholder meetings and events;

Prepare and deliver reports and presentations on program activities;

Assist the program managers in any other duties that may be required.

Qualifications:

• University degree (preferably Masters degree in Communications, Journalism, Marketing, or related field);
• 3-5 years direct experience in communications or public relations, preferably in international organizations or large private sector financial institutions;
• Ability to develop and implement multifaceted stakeholder outreach campaigns and promotional materials for diverse market audiences;
• Ability to explain complex technical concepts in simple terms, familiarity with relevant technical terminology preferred;
• Strong organizational skills, ability to handle multiple tasks simultaneously;∙
• Strong English and Russian language oral and writing skills, and outstanding Microsoft PowerPoint design skills are required for this position (writing and PowerPoint skill tests will be administered as part of the interview process to test candidates proficiency in these areas).

Chemonics seeks a tourism product development and promotion specialist for a 5-week assignment on the USAID-funded Local Investment and National Competitiveness project in Ukraine. Responsibilities include: develop and facilitate four 2-day training sessions and two 1-day training sessions on various topics including tourism product development technique, strategic marketing, personnel management, brand development and promotion, tourism product marketing, IT technologies in tourism, sales techniques, and client relations management; work with 10 travel agencies; and complete a review of tourism packages and make recommendations on improvement.

Qualifications:

• Minimum 5 years of experience on international tourism development programs, preferably in Eastern Europe or Former Soviet Union 
• Vast experience in the conceptualization or implementation of tourism development and promotion strategies and training projects
• Fluency in spoken and written English required, with a track record in producing reports and documents under deadline
• Fluency in spoken and written Russian and/or Ukrainian preferred
• U.S. citizenship required
