Description:
The Administrative Coordinator (AdCo) for the SPS Program is responsible for ensuring the smooth administration of technical efforts and field activities by coordinating program information and providing logistical support for specific technical activities. He or she is supervised by a Program Support Associate and works with one or more technical managers. The AdCo is responsible for the day-to-day administrative management of activities in specific countries or subprojects, ensuring that tasks are carried through to completion and information disseminated. The AdCo is responsible for working with other staff to facilitate technical assistance and keep field staff or consultants informed of the status of specific field activities as well as broader CPM and MSH issues. Qualifications:

The Program Assistant will assist in coordinating the transportation and logistics operations of private and U.S. government funded humanitarian assistance programs. The Program Assistant will report to Director, Humanitarian Assistance.

Responsibilities:
·         Assist in administering the day-to-day aspects of transportation and other support activities, including the preparation of transportation requests, processing of inventories, scheduling of loads, reviewing of bills of lading packages, processing of invoices, tracking of shipments, and provision of shipment information to all involved parties
·         Liaise with partner organizations, transportation companies, commodity donors, field offices, screeners, vendors, and other involved parties
·         Provide general programmatic and administrative support to the Transportation Management Services unit team (including filing, faxing, copying, etc.)

Qualifications:

Description:
Serves as a first-level supervisor and senior Intelligence Specialist (MilCaps) advisor on matters pertaining to day-to-day operations or management of programs. As such, exercises technical and administrative supervision over a team of specialists and ensures programs meet requirements based on a comprehensive knowledge of the full scope of intelligence laws, regulations, and policies. Comprehends Agency strategic vision and institutes effective intelligence programs that lead to efficient organizational operations. Identifies and obtains resources (i.e., staff, funds, space, and equipment) to accomplish program goals. Utilizes basic contracting knowledge to review and monitor contracts to ensure requirements are being met in a timely manner.


The incumbent serves as the chief for the Russia Strategic Forces Section (LEA-3A1) of the Russia Forces Branch (LEA-3A), Eurasia Division (LEA-3), Office of Latin America, Europe/Eurasia, and Africa Analysis, LEA, The Pentagon.
- Provides analytical supervision and direction to a team of analysts responsible for researching, analyzing, interpreting, evaluating, and interpreting extremely complex, all-source intelligence data pertaining to Russia's strategic military forces and arms control issues.
- Establishes goals, objectives, and priorities and develops plans and programs to accomplish these efforts through effective and efficient business practices.
- Determines and allocates the level and mixture of resources needed for the programs.
- Redirects resources as the emphasis of the overall program changes.
- Ensures contracted products and services are in full compliance with contract requirements and the contracts are being implemented effectively and efficiently.
- Approves complex analytical approaches to problems and situations for which data is incomplete, controversial, or for which no precedent exists.
- Recommends implementation of new technologies, procedures, and applications.
- Exercises technical and administrative supervision over a team of specialists and may oversee contracted work.
- Is responsible for the operation and management of intelligence programs.
- Establishes goals, objectives, and priorities and develops plans and programs to accomplish these efforts through effective and efficient business practices.
- Oversees the development of policy and guidance for planning and implementing program requirements and ensures proper alignment with the Agency strategic plan.
- Incumbent represents the intelligence organization in interagency forums in promoting intelligence requirements to ensure the accomplishment of overall Agency intelligence objectives and priorities.
- Ensures subordinate staff conducts activities in their areas of responsibility in accordance with current intelligence directives and issuances.
- Personally participates or oversees staff preparation and participation in briefings and meetings to provide military capabilities advice and assistance.
- Performs other duties as assigned. 

Qualifications:
You must possess 1 year of specialized experience at the level of difficulty and responsibility equivalent to the next lower qualifying band or equivalent GS/GG level, which is directly related to the position being filled. Serves as a first-level supervisor and senior counterintelligence advisor on matters related to day-to-day operations or management of intelligence programs pertaining to counterintelligence investigative, operational, collection, analysis and production activities supporting the DIA and DoD CI. The incumbent exercises technical and administrative supervision over a staff of intelligence specialists engaged in the collection and evaluation of intelligence information and production of comprehensive studies, reports, articles, and briefings about a specified function and/or major geographic area. Identifies and obtains resources (i.e., staff, funds, space and equipment) to accomplish project goals. Comprehends and implements the Agency's strategic vision and institutes effective counterintelligence programs that lead to efficient organizational operations.


Incumbents will serve as Supervisors, Intelligence Officer (Counterintelligence), Russia Section (DXC-1B1) or Eurasia Regional Issue Section (DXC-1B2), Eurasia Branch (DXC-1B), Analysis and Strategy Division (DXC-1), Office of Counterintelligence (DXC), Defense Counterintelligence and HUMINT Center (DX).
- Exercises technical and administrative supervision over a staff of counterintelligence specialists responsible for the operation and management of counterintelligence programs. Establishes goals, objectives and priorities, and develops plans and projects to accomplish these through effective and efficient business practices.
- Determines and allocates the level and mixture of resources needed for the area of responsibility. Redirects resources as program emphases change.
- Oversees development of policy and guidance for planning and implementing program requirements and ensures proper alignment with the Agency's strategic plan. Approves complex analytical approaches to problems and situations for which data is incomplete, controversial or no precedent exists. -Responsible for the technical quality and accuracy of the organization's products. Revises or determines standards to evaluate sources' technical, quantitative, and qualitative validity and analyzes technical considerations affecting their use to fulfill established requirements.
- Maintains liaison with personnel throughout the Intelligence Community and DoD. Represents the Agency's position on national, interagency and departmental counterintelligence committees and working groups.

Working from Counterpart’s US headquarters, the Program Officer (PO) for Armenia will provide backstopping and assist in the oversight of program implementation, as well as provide strategic and technical assistance to necessary to achieve all program objectives. The PO will support and report directly to the Senior Program Manager (SPM) for Armenia, and will support field staff by providing technical and administrative support. The PO will also be expected to support of new business development as needed. The PO will serve as a key member of the Civil Society Division’s Armenia Country Support Team.

Responsibilities:
Maintains regular contact with, and provides general support to field staff under the supervision of the SPM for Armenia:
• Provides primary backstopping to SPM and field team during the launch of new field programs.
• Assist in the administration of ongoing program activities from headquarters.
• Provides primary support on program reports and outreach material, particularly reporting deliverables to donors.
• Closely collaborates with field team, finance and administration, and program staff in conducting proactive financial backstopping and budget tracking.
• Assists with the review of program work plans and performance monitoring and evaluation plans.
• Participates in recruitment of potential candidates for field positions.
• Assists SPM with drafting of scopes of work for consultants; prepares consulting agreements (with Human
• Resources) and reviews consultant reports.
• Compiles, distributes and integrates program best practices, lessons learned, success stories and impacts in other programs and institutionally; liaises with Communications team for program outreach and business development purposes.
• Prepares briefing material/program highlights/reports on civil society in Armenia for interested parties; funders, donors, academic circles, key decision makers and development professions. 
 
Representation
• Conducts research and analysis for knowledge management activities.
• Represents Counterpart at conferences and other events.
• Engages in professional forums, workshops, events related to Armenia and/or technical practices relevant to the country’s program portfolio.
• Develops and maintains working relations within Counterpart (Communications, HR, Administration, Finance, and other program divisions).

Communication
• Prepares and distributes written materials for publicity purposes.
• Promotes programmatic and interpersonal problem solving.
• Supports and develops team building in all work spheres.


Qualifications:
• Masters’ degree in political science, international relations or related field;
• Minimum of 2-3 years of previous work experience preferably in international development, including experience backstopping USAID-funded programs.
• Strong internet and computer software skills, including MS Office Suite programs, and web-based research tools.
• Strong written and verbal communication skills, writing sample required.
• Ability to work in multi-cultural and lingual settings.
• Ability to multi-task and work under pressure with attention to detail.
• Ability to travel to the Armenia to provide short-term technical and administrative support as needed.
• Strong inter-personal skills.
• English fluency required; Strong language skills in Armenian or Russian strongly preferred.

If you are searching for a unique opportunity to undertake research initiatives aimed at determining the extent to which the former Soviet Union may be knowledgeable with respect to American servicemen missing as a result of World War II, etc., then this job may be for you!  As a Foreign Affairs Specialist with the Defense POW/Missing Personnel Office, you will serve as an analyst and perform a full range of research, analysis, and production tasks necessary to determine the facts with respect to missing American servicemen.

Serve as an analyst within the Joint Commission Support Directorate and perform a full range of research, analysis and production tasks necessary to determine the facts with respect to missing American servicemen missing as a result of World War II, the Cold War, the Korean War, and the Vietnam War.

Advise the membership of the U.S.-Russia Joint Commission on POW/MIAs by designing and undertaking research initiatives.

Seek to ascertain the facts regarding the capture, confinement, repatriation, or other disposition of mission-in-action American servicemen.

Establish and maintain close working relationships with regional and functional specialists from the departments of Defense and State, the intelligence community, and the National Archives, among others.

Maintain close coordination with Joint Commission Support Directorate (JCSD’s) Moscow-based researchers and investigators.  Assure that priority topics are rigorously pursued so that outstanding issues can be exhaustively examined and brought to closure

Will be expected to deploy to Moscow, Russian Federation, for a 2-3 year period of time to function within American Embassy Moscow as the Russia-based direct representatives of the U.S. side of the U.S. – Russia Joint Commission on POW/MIAs

Will interface daily with Russian commissioners, their staffs, and senior officials of the Russian Government, academicians, non-governmental organizations, and media representatives.  Will be responsible for managing an office staff within the embassy, acting as a full member of the embassy's country team, conducting research in Russian archives, and carrying out research and investigative missions in the Russian Federation.

Qualifications:
Ability to read, speak and comprehend the Russian language.

Experience researching the Russian military, governmental, social and political structure.

Education may be substituted for the above specialized experience in a directly related field if you possess two years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree or above.

Applicants must meet the BASIC EDUCATION REQUIREMENT as follows: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience--courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education OR Experience-four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
