Description:
Working from Counterpart’s US
headquarters, the Program Officer (PO) for Armenia will provide
backstopping and assist in the oversight of program implementation, as
well as provide strategic and technical assistance to necessary to
achieve all program objectives. The PO will support and report directly
to the Senior Program Manager (SPM) for Armenia, and will support field
staff by providing technical and administrative support. The PO will
also be expected to support of new business development as needed. The
PO will serve as a key member of the Civil Society Division’s Armenia
Country Support Team.
Responsibilities:
Maintains regular contact
with, and provides general support to field staff under the supervision
of the SPM for Armenia:• Provides primary backstopping to SPM and field team during the launch of new field programs.
• Assist in the administration of ongoing program activities from headquarters.
• Provides primary support on program reports and outreach material, particularly reporting deliverables to donors.
• Closely collaborates with field team, finance and administration, and program staff in conducting proactive financial backstopping and budget tracking.
• Assists with the review of program work plans and performance monitoring and evaluation plans.
• Participates in recruitment of potential candidates for field positions.
• Assists SPM with drafting of scopes of work for consultants; prepares consulting agreements (with Human
• Resources) and reviews consultant reports.
• Compiles, distributes and integrates program best practices, lessons learned, success stories and impacts in other programs and institutionally; liaises with Communications team for program outreach and business development purposes.
• Prepares briefing material/program highlights/reports on civil society in Armenia for interested parties; funders, donors, academic circles, key decision makers and development professions.
Representation
• Conducts research and analysis for knowledge management activities.
• Represents Counterpart at conferences and other events.
• Engages in professional forums, workshops, events related to Armenia and/or technical practices relevant to the country’s program portfolio.
• Develops and maintains working relations within Counterpart (Communications, HR, Administration, Finance, and other program divisions).
Communication
• Prepares and distributes written materials for publicity purposes.
• Promotes programmatic and interpersonal problem solving.
• Supports and develops team building in all work spheres.
Qualifications:
• Masters’ degree in political science, international relations or related field;
• Minimum of 2-3 years of previous work experience preferably in international development, including experience backstopping USAID-funded programs.
• Strong internet and computer software skills, including MS Office Suite programs, and web-based research tools.
• Strong written and verbal communication skills, writing sample required.
• Ability to work in multi-cultural and lingual settings.
• Ability to multi-task and work under pressure with attention to detail.
• Ability to travel to the Armenia to provide short-term technical and administrative support as needed.
• Strong inter-personal skills.
• English fluency required; Strong language skills in Armenian or Russian strongly preferred.
