Description:
Provides
administrative support and guidance for organizational budgeting and
financial management activities. Areas of guidance include budget
formulation, justification, and execution policies; and financial
management and financial reporting requirements. Provides information
and advice to management and program personnel on budgetary and finance
issues.
Provides human resources management and
administrative advice and coordination support to an organization. Acts
as a liaison with the human resources office. Coordinates personnel
actions and maintains records such as performance ratings, position
descriptions, and award nominations. Provides human resource advisory
services to managers and performs related functions.
Provides
general administrative support related to office supplies, office
property, or office moves.
Researches and/or analyzes
problems, issues, or program requirements.
Qualifications:
Knowledge
of the mission of the agency and the interrelationships of the office
with headquarters, other country/regional/domestic offices and the host
country.
Comprehensive knowledge of the applicable administrative,
concepts, principles, and practices that govern support functions
performed in a foreign offices.
Knowledge of local law enforcement
organizations in the geographical area assigned to the office.
Knowledge
of host country customs and law sufficiently to resolve problems
associated with office and housing needs.
Knowledge and skill in
the use of automation equipment and computer software systems.
MINIMUM
FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for
the GS-9 level includes one year of specialized experience at least
equivalent to the GS-7 level which is in or directly related to the line
of work of the position to be filled and which has equipped the
applicant with the particular knowledge, skills, and abilities to
successfully perform the duties of the position. Examples are
researching and analyzing established administrative issues; acting as
liaison with individuals and groups both inside and outside an
organization regarding administrative and/or organizational matters; and
preparing a variety of written documents, such as staff papers, status
reports, or policy recommendations.
SUBSTITUTION OF
EDUCATION FOR EXPERIENCE
The experience requirement for the GS-9
level may be met by two (2) full academic years of graduate level
education or completion of all requirements for a master's or equivalent
graduate degree, or completion of all requirements for an LL.B or J.D.
degree.
COMBINATION OF EDUCATION AND EXPERIENCE
Equivalent
combinations of successfully completed education and experience may be
used to meet the experience requirements.

The Project Advisor will be responsible for providing overall functional and technical assistance to the HOP. This includes, but is not limited to:
--Provide a leadership role in all operational and financial aspects of the program
--In collaboration with the Project Director and Director of Finance, ensure sound financial management of the HOP, including programmatic budgeting, quarterly spending projections, monthly spending reviews, and monitoring of payments
--In collaboration with the Project Director, effectively collaborate with all key stakeholders throughout the project life
--Ensure all donor and PSI reporting requirements are fulfilled in a timely and high quality manner
--Provide guidance and mentoring to host country national staff on the effective monitoring and evaluation of the program; provide guidance and mentoring as they develop BCC materials and outreach activities, which are evidence-based and respond to the needs of the program
--Assist with the development of HOP strategic work plans with clear objectives and achievement benchmarks and detailed implementation plans
--Lead the preparation of annual research, communications and marketing plans for all program areas
--Work closely with the HOP Technical Deputy Project Director and Country Coordinators to transfer key technical, functional and managerial skills through mentoring and coaching
--Manage all HOP related procurement in coordination with PSI's Procurement Department in Washington, DC
--Provide technical support on the development of new initiatives, including proposal development
Qualifications:
--Masters in Business Administration, Public Affairs, International Relations, Public Health or related discipline including at least 3 yrs of relevant work experience
--Experience to include working with cross-cultural teams, preferably in the Central Asia Region
--Experience may be considered in lieu of stated qualifications
--Proven and tested management, marketing, research and/or BCC work experience in an international development context
--Proven and tested capacity building skills leading to the long-term professional development of team members
--Proven and tested experience developing and effectively managing government, other stakeholder and partner relationships
--Strong knowledge of international development and HIV/AIDS and TB issues, preferably in the Central Asia Region
--Familiarity with USAID reporting requirements
--Excellent diplomatic, presentation, interpersonal and oral/written communication skills
--Fluency in English required, Russian proficiency preferred
