Description:
Under the supervision of the EFCA President, the EFCA Executive Director directs the work of the Foundation’s office in Tajikistan.  In addition to the responsibilities enumerated below, the Executive Director takes on any assignment as requested by the EFCA President.
Duties
Responsible for the overall work of the Foundation’s Tajikistan office in all of the following areas:
Programs/Fundraising
Outreach
Grant Program Management
Personnel and Administration
Accounting

Qualifications:
Education: Education should be to the level of a master's degree or equivalent, preferably in the area of public policy, economics, or business management, preferably from a Western university.

Experience: Professional experience may be in business, nonprofit, or government sectors. Previous management experience and field experience in the former Soviet Union is required.

Other: Fluency in written and spoken English and Russian is required; knowledge of Tajik language is desirable.  Strong computer skills are required.  The individual must give evidence of capacity to play a leadership and decisionmaking role as the representative of the Eurasia Foundation, as well as the ability to live for prolonged periods in a stressful and challenging environment.

Tajikistan Youth Employment Internship

Description:

The intern will be responsible for helping to develop and implement the youth employment component of the Tajikistan Stability Enhancement Program (TSEP).  The program seeks to improve the skills of youth and enable them to secure full-time employment.  This may be achieved through working with existing vocational training programs or by matching youth with masters in their field.  The program may also consider supporting youth who have innovative ideas for a small business (with a small start-up grant or loan).

OBJECTIVES/RESPONSIBILITIES:

The intern will work closely with program staff (particularly the Youth Employment Officer and the Economic Growth Manager) to research and develop opportunities for youth employment.  The intern will be expected to identify the most promising skills-training opportunities and work with the Youth Employment Officer to connect interested youth with opportunities that can be translated into sustainable employment.

DELIVERABLES:

  • Report on current opportunities for youth skills training and employment in the region, for both male and female youth.  Report should include reference to any examples of best practice in the field of youth employment from a survey of other organizations.  Report will specify opportunities for further developing youth skills training / employment opportunities.
  • At least three success stories describing how youth are acquiring / have acquired skills and/or found employment through TSEP



Qualifications:
Experience working with youth, particularly related to youth skills training and/or employment
Experience working on small business / income generation projects
Experience living in a developing country
Knowledge of Russian or Tajik would be helpful but is not required

The Operations Manager is responsible for providing supervision, coordination and administrative support for Mercy Corps’ operations in Tajikistan.  The Operations Manager has primary responsibility for effective management and implementation of all non-finance support functions, including human resources, fleet management, administration, security, procurement and inventory control.  With adherence to the policies and procedures of Mercy Corps and our donors, the Operations Manager will regularly evaluate and strengthen systems and develop national staff capacity in four offices to implement effective administrative systems.

Qualifications:
  • Three years relevant experience managing and supporting international development operations and programs required; preference given to candidates with prior experience procuring goods under USG and/or EC regulations and familiarity with Mercy Corps operations policies and systems.
  • BA/S or equivalent in international development, public administration, or relevant field.
  • Demonstrated skill in written and oral communication, report writing, financial management, team management, training and problem solving.
  • History of working effectively with host country government, INGO and NGO partners, and demonstrated success with capacity building initiatives.
  • Experience in the former Soviet Union and knowledge of Central Asia is preferred.
  • Fluency in written and spoken English required; fluency in Russian, Tajik and/or Uzbek preferred.

Tajikistan Conflict Specialist

AMEX International, Inc., a Washington, DC-based international development firm, has an immediate need for a senior level consultant who can lead a small team to conduct an assessment of current conflict dynamics in Tajikistan. The expected results of this assessment will offer analysis and recommendations for a U.S. government approach towards mitigating potential key triggers of violent conflict in Tajikistan. This assessment will include a desk top research and review of the body of analytical work available on Tajikistan, particularly conflict triggers, to help identify areas, both thematic and geographic, that merit closer attention once the team begins its fieldwork; meetings with USG Washington, DC representatives; development of a written fieldwork plan; fieldwork of up to three weeks on the ground in Tajikistan; and a final report with recommendations for new and modified directions in programming. The Conflict Assessment Framework prepared by USAID’s Office of Conflict Management and Mitigation (CMM) will be the primary analytical tool for conducting the field assessment. This work is to be done under an AMEX contract with CMM, and the start-up date is almost immediate. The overall length of the project is about 2 months.

Qualifications:
Knowledge of the conflict triggers and programming in this field. Relevant experience with leading or participating in similar assessments. Experience in translating conflict assessment findings into programmatic objectives across sectors (e.g. health, education, economic growth, and democracy and governance). Experience analyzing the intended and unintended consequences of development programs on the potential triggers or mitigating factors of conflict. Prior USAID experience. Prior experience using CMM’s Conflict Assessment Framework methodology. References that can speak to the candidate’s ability to produce a high quality product. Relevant Master’s (or higher) degree from an accredited university. Be available to start work immediately.

PREFERENCES: Experience in Central Asia. Competency in the Russian and/or local Tajik languages.
