The American Center in Moscow (AMC) is a cooperative venture between the Public Affairs Section of the U.S. Embassy and the Russian State Library for Foreign Literature (LFL). It consists of: (1) a lending library with a circulating book collection, reference works, periodicals, and Internet, (2) a venue for extensive educational and cultural programs and (3) and is co-located with the EducationUSA Advising Center (EAC). The American Center’s primary task is to provide information about the United States to Russian audiences, thereby promoting greater mutual understanding. The Director is responsible for the oversight of the Center.

Responsibilities
  • Liaise with the U.S. Embassy Public Affairs section
  • Responsible for the day-to-day operations of the Center
  • Maintain the relationship between the Center and the administration of the LFL
  • Supervise a staff of 11 and numerous volunteers
  • Effectively manage funds and material resources
  • Maintain all financial relationships with outside contractors and vendors
  • Plan and organize all cultural and educational programming and activities
  • Create the Center's monthly calendar
  • Recruit native English speaker volunteers for activities and lectures
  • Maintain relationships with patrons and various Center groups: American Literature Club, AMC Public Speaking Club, and American Conversation Cafe
  • Identify appropriate new audiences for outreach activities

Program Manager - Russia and NIS

Description:
The global health and human rights organization HealthRight International (formerly Doctors of the World-USA) seeks a dynamic public health professional to manage existing programs and develop new projects in Russia, Ukraine, and the region of the Newly Independent States (NIS). This position is based at HealthRight headquarters in NYC.  Programs in this portfolio serve at-risk children and youth, families affected by HIV/AIDS, and other marginalized populations, including injection drug users. Reaching out to the most vulnerable and marginalized populations, HealthRight works with local partners to build lasting access to health for excluded communities through a rights-based approach. HealthRight is looking for an expert and advocate who shares our commitment to provide local communities with the means to fight disease and discrimination, and to ensure children have the support and protection of families, through building the capacity of local health services and transforming national and international public health policy to effect lasting change.

Duties include program assessments and design, oversight of 75 staff, including direct supervision of one HQ and one field staff and operations, technical input to ongoing projects, monitoring and evaluation, donor relations, proposal writing, and fiscal oversight.

The position requires frequent international travel, collaborative work style, comfort working with a diversity of cultures, experience with rights-based programming approaches and an understanding of human rights and public health.

Qualifications:
MPH or equivalent graduate degree (degree preferred, but experience may substitute), at least 3-8 years of field and HQ-based experience in international health, outstanding writing and communication skills, and capacity to work with public and private funders. Russian language skills required (other NIS languages a plus), and experience implementing or managing programs in Russia or the NIS region a must, with a special understanding of the regional sensitivities, challenges and opportunities for advocacy to change national and global policy.

Strongly preferred qualifications include: experience with services for at-risk youth and families and/or with HIV/AIDS among marginalized populations.

    The Danish Refugee Council (DRC) is seeking a competent manager with long finance and administrative experience to head the Finance and Administration Department of DRC’s operation in North Caucasus (NC).

    In an effort to strengthen the financial and administration capacity at the global level, DRC is in the planning process of establishing several permanent Head of Finance and Administration (HoFA) positions that will rotate every second year among larger DRC country programmes. The vacant position in NC is expected to be included into this scheme.

    Deputy Chief of Party - Russia

    PSI seeks qualified candidates for the position of Deputy Chief of Party for an anticipated USAID-funded HIV prevention project for at-risk populations in Russia. The project aims to contribute to the Government of Russia's fight against HIV/AIDS promoting HIV prevention programs targeting most at-risk populations (MARPs), particularly injecting drug uses (IDUs), the primary drivers of the epidemic. In collaboration with key stakeholders working in the area of HIV, the project is intended to provide technical expertise and support which will contribute to the federal endorsement of an essential package of HIV prevention services for IDUs. With a growing number of prevention programs and models developed in Russia today, the new project also aims to assist in the consolidation of the various prevention approaches into a broad, yet targeted, menu of effective services for prevention programs, particularly for IDUs. The project will also emphasize strengthening the technical capacity of civil society and government organizations implementing HIV prevention activities targeting IDUs.

    The Deputy Chief of Party will specifically be responsible for providing technical leadership in the areas of behavior change communications, and monitoring and evaluation, while also playing an active role in the general management and leadership of the project. This position is based in Moscow, Russia and reports to the Chief of Party for the HIV Prevention for At-Risk Populations Project.
    Qualifications:
    • Advanced degree in public health, health administration, health management, medicine, or health specialization required
    • At least 6 years of experience leading HIV or drug demand reduction projects in developing countries
    • At least 5 years work experience in Russia or the former Soviet Union, managing and leading cross-cultural teams
    • Proven experience developing and advocating with government, donors, other stakeholder and partners
    • Demonstrated skills in written and oral communication, report writing, financial management, project monitoring, and supervision/mentoring of staff
    • Ability to use both English and Russian in professional settings
    • Willingness to travel in country up to 20% of the time
    The successful candidate will able to thrive in a matrix management setting, be a creative, innovative and strategic thinker, and will have demonstrated experience implementing HIV/AIDS prevention programs; in-depth understanding of regional coordination mechanisms; and proven ability to produce results.     Fellowship 2010: Gilman

    The Gilman Scholarship application for Fall 2010 and Summer 2010 study abroad programs is available online.The Benjamin A. Gilman International Scholarship Program offers grants for U.S. citizen undergraduate students of limited financial means to pursue academic studies abroad, including Russia.

    Over 1,700 scholarships of up to $5,000 will be awarded this academic year for U.S. citizen undergraduates to study abroad. Award amounts will vary depending on the length of study and student need with the average award being approximately $4,000. Undergraduate students who are receiving Federal Pell Grant funding at two-year or four-year colleges or universities are eligible to apply.

    Students who apply for and receive the Benjamin A. Gilman International Scholarship to study abroad are then eligible to receive an additional $3,000 Critical Need Language Supplement from the Gilman Scholarship Program for a total possible award of up to $8,000. 50 Critical Need Language Supplements were offered to Gilman Scholarship recipients during the 2008-2009 academic year.

    The Benjamin A. Gilman International Scholarship Program is open to all U.S. citizen undergraduates, in good academic standing, who meet the criteria listed below:
    • The applicant must be receiving a Federal Pell Grant or provide proof that he/she will be receiving a Pell Grant at the time of application or during the term of his/her study abroad.
    • The applicant is applying to or has been accepted into a study abroad program eligible for credit by the student's accredited institution of higher education in the U.S.
    • The applicant is studying abroad for at least 28 days in one country. Programs going to more than one country are eligible if the student will be studying in one country for at least 28 consecutive days.
