Based in Washington, DC, the program officer for Russian and Eurasian Outbound Programs administers language immersion programs for US teachers and students in Russia: in particular, the Advanced Russian Language and Area Studies Program (RLASP) the Fulbright-Hays Summer Russian Language Teachers Program, the Intensive Summer Language Institute, and the Contemporary Russia program. The program officer may also work on programs run exclusively for US institutions. The program officer reports directly to the program manager for Russian and Eurasian Outbound Programs.

Responsibilities

• Serve as Russian programs advisor to applicants, participants, family members of participants, and study abroad representatives as needed;
• Maintain regular communication with program applicants and participants by phone and email;
• Write and edit program handbooks, grant reports, proposals, and promotional materials, including website content;
• Update program applications on a yearly basis;
• Process and evaluate potential participant applications for selection and financial aid committee review;
• Oversee preparation of acceptance materials for program participants;
• Coordinate visa processing for program participants;
• Organize pre-departure orientations;
• Conduct promotional visits to universities;
• With program manager, maintain regular correspondence with resident directors in the field;
• Actively participate in resident director orientations and debriefs.


Qualifications:
• Bachelor’s degree in Russian-related field or equivalent work experience; graduate degree strongly preferred;
• Excellent written and oral communication skills;
• Proficiency in Russian;
• Previous study abroad experience preferred;
• Outstanding organizational skills;
• Previous program administration experience preferred;
• Database and spreadsheet skills preferred;
• Expertise in Russia and East-Central Europe preferred;
• Knowledge of budgetary procedures, especially with regard to government grants preferred.

If you are searching for a unique opportunity to undertake research initiatives aimed at determining the extent to which the former Soviet Union may be knowledgeable with respect to American servicemen missing as a result of World War II, etc., then this job may be for you!  As a Foreign Affairs Specialist with the Defense POW/Missing Personnel Office, you will serve as an analyst and perform a full range of research, analysis, and production tasks necessary to determine the facts with respect to missing American servicemen.

Serve as an analyst within the Joint Commission Support Directorate and perform a full range of research, analysis and production tasks necessary to determine the facts with respect to missing American servicemen missing as a result of World War II, the Cold War, the Korean War, and the Vietnam War.

Advise the membership of the U.S.-Russia Joint Commission on POW/MIAs by designing and undertaking research initiatives.

Seek to ascertain the facts regarding the capture, confinement, repatriation, or other disposition of mission-in-action American servicemen.

Establish and maintain close working relationships with regional and functional specialists from the departments of Defense and State, the intelligence community, and the National Archives, among others.

Maintain close coordination with Joint Commission Support Directorate (JCSD’s) Moscow-based researchers and investigators.  Assure that priority topics are rigorously pursued so that outstanding issues can be exhaustively examined and brought to closure

Will be expected to deploy to Moscow, Russian Federation, for a 2-3 year period of time to function within American Embassy Moscow as the Russia-based direct representatives of the U.S. side of the U.S. – Russia Joint Commission on POW/MIAs

Will interface daily with Russian commissioners, their staffs, and senior officials of the Russian Government, academicians, non-governmental organizations, and media representatives.  Will be responsible for managing an office staff within the embassy, acting as a full member of the embassy's country team, conducting research in Russian archives, and carrying out research and investigative missions in the Russian Federation.

Qualifications:
Ability to read, speak and comprehend the Russian language.

Experience researching the Russian military, governmental, social and political structure.

Education may be substituted for the above specialized experience in a directly related field if you possess two years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree or above.

Applicants must meet the BASIC EDUCATION REQUIREMENT as follows: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. Amnesty International needs a researcher as part of the International Secretariat to take the lead responsibility for initiating strategy and a programme of human rights research and action on the Russian Federation, by providing country expertise, research skills and sound political judgement.  Working as part of the Russia Team, you will monitor, investigate and analyze political, legal and social developments and human rights conditions, give authoritative advice on these areas, investigate and document cases and patterns of human rights abuses; and produce country-based and thematic reports.

MAIN RESPONSIBILITIES

  1. To lead on the development and implementation of overarching research and campaigning strategies to deliver impact in relation to agreed priorities on specific countries or other geographical or thematic areas, including strategies to identify the most effective ways to address human rights concerns; and to lead on designing specific projects and producing, implementing, monitoring and evaluating plans for both these and initiatives originated by others;
  2. To monitor, research, investigate and analyze human rights-related developments in order to provide timely, accurate, independent and impartial assessments and expert advice on the human rights situation in the relevant countries or other geographical or thematic areas;
  3. To organize, take part in and lead, where agreed, field research and other missions, leading specifically on information-gathering, fact-finding, analysis and assessment of human rights concerns, including in response to crisis situations; prepare, where necessary, security assessments, political and other briefings in relation to the mission for International Secretariat management, mission participants and internal or external stakeholders; and represent Amnesty International in the field;
  4. To represent Amnesty International to external stakeholders, including in governmental, inter-governmental and various public forums, as well as to all forms of news media, civil society organizations and political, economic and other actors; and to communicate Amnesty International’s concerns, positions and, where relevant, campaign strategies to external and internal stakeholders;
  5. To develop and maintain effective constituencies of public and confidential contacts and partners in and outside the organization - such as human rights activists, members of legal and other professions, UN agencies and governmental representatives - to optimize information gathering and verification and the development and implementation of effective strategies and plans;
  6. To write reports and other materials for publication and internal use and contribute to and provide expert advice in relation to written and other materials produced by other programmes;
  7. To manage research, oversee the research work carried out by the team and others and, as appropriate, to contribute to the selection of external consultants and supervise, support, coordinate and provide expert advice on their work;
  8. To contribute to the development and maintenance of an effective information management system;
  9. To contribute to the development of programme-wide strategies and plans for research and campaigning and provide input into internal discussions on the Amnesty International mission, policy, organizational and other issues in order to increase the effectiveness of Amnesty International’s work;
  10. In consultation with management, to participate in the coordination of the work of the team, including through setting priorities, preparing work plans, monitoring their progress and contributing to maintaining basic budgets;

Qualifications: 

  1. Proven experience of undertaking research on human rights or related issues;
  2. Specialist knowledge and preferably first hand experience of the geographical and/or thematic areas in your brief and an in-depth understanding of the nature of key human rights concerns, as well as political, social, legal, economic, cultural, ethnic, racial and gender issues in them;
  3. Ability to exercise good political judgment, thorough analysis and diplomacy;
  4. Ability to develop effective strategies to impact on human rights in the region;
  5. Ability to represent Amnesty International to external stakeholders; and to communicate Amnesty International’s concerns, positions and, where relevant, strategies to external and internal stakeholders;
  6. Proven experience of writing research materials for a variety of audiences;
  7. Ability to understand and express ideas in English and Russian in a fluent, clear and concise way, both orally and in writing; draft text in a variety of styles, e.g. documents such as substantial reports, government correspondence and media and action materials;
  8. Ability to deal in a sensitive and understanding manner with a variety of people, including survivors of human rights violations and others who may be distressed;
  9. Experience of working in a team and understanding of the importance of efficient communications for the coordination and effective functioning of teams;
  10. Demonstrated commitment to human rights, e.g. through previous work, membership of an organization, involvement in advocacy of human rights, etc.;
  11. Experience of managing conflicting demands, meeting deadlines and adjusting priorities;
