Description:
The National Democratic
Institute for International Affairs (NDI) seeks to hire a Resident
Program Manager/Senior Program Manager (depending on experience of the
selected candidate) for Parliamentary Communications Center (PCC). The
Resident PM/SPM will oversee the establishment of a media center which
will improve parliamentary outreach and transparency through the
creation of television and radio broadcasts from the Parliament of
Georgia. The Resident Program Manager or
Resident Senior Program Manager position will be based in Tbilisi but
will require travel throughout the country.
- Supervises the establishment of a television/radio production studio within the Parliament of Georgia;
- Develops and maintains relationships with Parliamentary Actors (i.e. the Speaker’s Office, Chief of Staff, Public Relations Department and other relevant parliamentary offices);
- Reports to and strategizes with Resident Director and the Parliamentary Team on new directions for improving parliamentary transparency and outreach using television, radio, and internet;
- Supervises the scheduling, design, and implementation of training workshops for members of parliament (MPs) and parliamentary staff members on interview skills and media relations;
- Coordinates and supervises the development, production, and broadcast of political programming;
- Develops and maintains relationships with regional broadcasters;
- Oversees the work of PCC local staff members;
- Manages relationship with local partner to assist in the development and operation of Parliamentary Communications Center;
- Prepares updates on program activities for donors and NDI/Washington;
- Contributes to the development of a sustainability plan for transfer of the Parliamentary Communications Center to the Parliament of Georgia;
- Given the PCC’s role as an integral part of NDI’s existing PSP program, the Executive Producer would work closely with NDI Resident Director and the Parliamentary Team to achieve overall PSP objectives.
Qualifications:
- For a Program Manager, we require a minimum eight (8) years experience or for the Senior Program Manager we require ten (10) years experience in professional broadcast journalism, political and/or governmental media relations, or international media development;
- Experience working in communications and outreach for/with elected officials, preferably in a legislative context;
- Ability to supervise a broad range of parliamentary strengthening and media development activities;
- Ability to adjust to shifting political circumstances and create programming accordingly;
- Sensitivity to cross-cultural dynamics in the work place;
- BA required, MA preferred in International Relations or related subject;
- English fluency required and Russian or Regional language skills useful;
- Experience working and/or training in an international context strongly preferred but not required.
