Responsibilities and Tasks:
Related to Program Development
• To monitor the HIV/AIDS related health needs in the region of Eastern Europe and Central Asia in close collaboration with the Regional Directors • To supervise the development of AFEW guidelines on program content by the Regional Advisors and trainers • To participate in the development of project proposals • To propose and support exploratory missions in the various republics of EECA in close collaboration with the Regional Directors • To translate identified needs into appropriate interventions, in line with the Strategic Plan and in close collaboration with the Regional Directors • To assist and support Regional Offices in program revisions and strategic program development according to M&E outcomes • To monitor the Conferences and Events agenda and suggests the ones to attend to the staff and senior management • To promote internally and coordinate AFEW’s attendance at the international and regional conferences, e.g. International Harm Reduction Conference, EECAAC, International AIDS Conference etc. and safeguard or improve the quality of AFEW’s contributions
Related to Monitoring and Evaluation
• Together with the Head of the M&E Unit to develop tools to safeguard quality of training, mass media campaigns and other information, education and communication activities • To participate in the development of internal procedures for the scope of the Program Department
Related to Strategy Development
• To work together with the Director of Programs and Operations on further development and/or adaptation of the Strategic Plan 2009 – 2010 including – among others – operational strategies, program development, strategic positioning and strategic alliances
Related to General Management
• When necessary (during holidays, other absences of work) replace the Director and manage the Program Department on a daily basis through supervision, regular meetings and reporting
Related to Human Resource Management
• To assist in developing job profiles for Program Department staff • To assist in the process of recruitment, selection, and training of Program Department staff • To participate in employee evaluations • To supervise and support the Regional Advisors
Internal Communication:
• To report to the Director of Programs and Operations according to an agreed schedule • To participate in regular Program Department meetings • To coordinate the Programme Department – Regional Advisors meetings
External contact:
• Regional and International strategic alliance partners • Regional governmental and non-governmental counterparts • Regional and International network of HIV/AIDS related experts |
This position is a maternity leave replacement, with a minimum contract of four months.
Qualifications:
• Minimum of 5 years of the international public health programming experience and working in the HIV/AIDS field or related areas (tuberculosis, STIs)
• Minimum 5 years of project management experience
• Experience in transferring knowledge and skills in e.g. training or through coaching
• Relevant post-graduate qualification (public health or policy, non-profit management, social work preferred) or comparable work experience is required
• Fluency in written and spoken English and IT
• Working knowledge of Russian for non-EECA applicants
