Description:
Serves overseas as the State Department's Export Control and Related Border Security (EXBS) Program Advisor assigned to the United States Embassy in Kyiv, Ukraine.  Reports to the Office of Export Control Cooperation in the State Department's International Security and Nonproliferation Bureau (ISN/ECC) while serving under a renewable, one-year Personal Service Contract (PSC).

Works with recipient government agencies, international donors, non-governmental organizations (NGOs) and U.S. agencies to plan, coordinate and deliver training, equipment and services designed to improve Ukraine's nonproliferation policies, export control system, and nonproliferation related border control capabilities.  Serves under the Chief of Mission while assigned to a U.S. embassy and works closely with the country team to optimize EXBS assistance and ensure it complements other assistance activities.  Helps develop and implement(s) annual EXBS Country Program Plans.  Verifies that EXBS equipment is deployed, operational, and used for intended purposes.

Supervises two Foreign Service National (FSN) employees.  Required to travel to Chisinau on an intermittent basis to oversee the EXBS program in Moldova and also provide instruction and review work of the EXBS LES.   Submits monthly reports on the status of the recipient government's nonproliferation policies, export control system, and border control capabilities; the results of EXBS and related U.S. Government assistance; and recommendations on how to address identified requirements with available assistance.  Candidate must be able to deploy by December 2010.

Qualifications:
Must currently possess or have recently held a Secret Clearance.

Strong ability to plan, organize, coordinate and implement program activities and policies.

Excellent oral and written communication skills in a cross-cultural environment.

Experienced in border control activities (i.e., inspection, investigation, policy); and standard inspection/detection equipment.

Previous overseas experience working with U.S. embassies, international organizations, NGOs and/or foreign governments.

Previous program management experience and capability to lead in-country program efforts under State ISN/ECC direction.

Flexible and adaptive to shifting requirements of the EXBS Program.


Bachelor's Degree required. Master's Degree preferred.

You must be a U.S. citizen to qualify for this position.

In order to qualify for this position, you must possess a Secret security clearance.

You will be required to travel frequently.

Possess knowledge of, or experience in, DHS/CBP or ICE operations; U.S. nonproliferation policy and international export control regimes.

Expertise in Russian language is desired, but not a requirement.
