Title: Technical Officer, CDS Prevention and Control

Description:
Under the general guidance of the Head of Unit, Communicable Diseases and the direct supervision of the Head of WHO country office in Russian Federation, the incumbent will:
  • Contribute to overall team efforts in support of targeted communicable disease prevention and control strategies and programme priorities established at national level;
  • Contribute towards the development of regional and national policies, strategies, plans of action and implementation of projects and activities for communicable disease prevention and control by providing technical support and advice to Member States. To this end, the incumbent's activities will emphasize support towards strengthening national HIV control programmes and health systems, particularly in support of WHO regional strategy and targets on HIV prevention and control; in addition will address prevention and control of parenteral hepatitis in line with WHO regional strategies and national country needs.
  • Provide technical assistance to main counterparts in the country towards improving regional and national capacity in the area of communicable diseases with particular emphasis in programmes concerned with the prevention and control of HIV and parenteral hepatitis This will be accomplished by providing technical assistance, capacity building and training, and coordination in planning, implementation and evaluation of activities that address prevention and control of HIV, parenteral hepatitis, HIV co-infections and other communicable disease priorities;
  • Support priority activities in support of ongoing efforts by Member States to strengthen disease specific surveillance, monitoring and evaluation systems in line with existing regional surveillance networks for HIV, parenteral hepatitis and other communicable diseases. When appropriate, works with national, regional and other partners to develop guidelines and tools to strengthen Member States surveillance systems, including those related to data management collection and reporting systems, performance monitoring systems for HIV and HIV co-infections (TB, hepatitis, etc) treatment compliance, monitoring and evaluating of national and regional performance indicators, laboratory networks and other systems components;
  • Develop and prepare technical and donor reports and manuscripts in support of Regional surveillance, programme advocacy, operational research and other documents for prevention and control of HIV/AIDS, parenteral hepatitis and other communicable diseases.
  • Participate in the development and conduct of operational research towards strengthening the epidemiologic and laboratory surveillance systems and service delivery systems for the prevention, treatment of HIV/AIDS, parenteral hepatitis and other communicable diseases.
  • Perform other duties as assigned.
Qualifications:
Advanced University degree in medicine, master degree in public health or related subject from a recognized institution.
At least five years programme experience in coordinating public health programs including prevention and control of communicable diseases, with a minimum of three years working on HIV projects within an international public health programme context.
Experience working in HIV programs and research programs internationally.

Languages:
Essential: A very good command of the English language.
Desirable: Knowledge of Russian.
