Fellowship 2010: Gilman

The Gilman Scholarship application for Fall 2010 and Summer 2010 study abroad programs is available online.The Benjamin A. Gilman International Scholarship Program offers grants for U.S. citizen undergraduate students of limited financial means to pursue academic studies abroad, including Russia.

Over 1,700 scholarships of up to $5,000 will be awarded this academic year for U.S. citizen undergraduates to study abroad. Award amounts will vary depending on the length of study and student need with the average award being approximately $4,000. Undergraduate students who are receiving Federal Pell Grant funding at two-year or four-year colleges or universities are eligible to apply.

Students who apply for and receive the Benjamin A. Gilman International Scholarship to study abroad are then eligible to receive an additional $3,000 Critical Need Language Supplement from the Gilman Scholarship Program for a total possible award of up to $8,000. 50 Critical Need Language Supplements were offered to Gilman Scholarship recipients during the 2008-2009 academic year.

The Benjamin A. Gilman International Scholarship Program is open to all U.S. citizen undergraduates, in good academic standing, who meet the criteria listed below:
  • The applicant must be receiving a Federal Pell Grant or provide proof that he/she will be receiving a Pell Grant at the time of application or during the term of his/her study abroad.
  • The applicant is applying to or has been accepted into a study abroad program eligible for credit by the student's accredited institution of higher education in the U.S.
  • The applicant is studying abroad for at least 28 days in one country. Programs going to more than one country are eligible if the student will be studying in one country for at least 28 consecutive days.

Field Based Intern - Ukraine

The ABA Rule of Law Initiative (ABA ROLI) is currently seeking a candidate for its International Volunteer Internship Program in the Europe and Eurasia Division to work primarily on its program in Ukraine. The Ukraine internship is well suited for recent graduates or students currently enrolled in master’s or law programs. Candidates should have a proven background and interest in the region and international affairs and have excellent written and cross-cultural communication skills.

ABA ROLI’s program in Ukraine currently aims to improve the system of continuing legal education for lawyers, provides expertise and analyses to governmental bodies to ensure compliance with human rights standards in the area of criminal law reform, and works to increase access to justice and legal representative for citizens throughout the country. The intern will be a key member of the Ukraine office and will assist in core responsibilities such as maintaining program records, writing reports, using evaluation tools to assess program progress, organizing administrative functions, conducting background research for programs and proposals, , attending meetings with stakeholders, and monitoring current events pertaining to ABA ROLI programming in the country.

The Ukraine internship will provide the opportunity to acquire knowledge of the U.S. Government assistance process, legal reform initiatives and priorities for democratization in the country, and international development in general. The intern will be under direct supervision of the ABA ROLI Country Director in Ukraine, and will attend meetings and events with members of staff and other interns.

This internship will be offered for a minimum of 10 weeks during the summer term. Funding, including travel to and from Ukraine, is not available for this position and candidates are encouraged to seek funding or fellowships from their universities.

The Program Officer, who will report to PHW's Director, will be responsible for:
  • Supporting the development of the field of community monitoring for health: Maintain current knowledge of the community monitoring field, as well as situations and needs in PHW and PHP's focus countries and regions. Identify and analyze major frameworks, methods, approaches, tools for community monitoring and assess their applicability for the Public Health Program's (PHP) work. Develop requests for proposals and coordinate grant competitions. Review proposals and organize their review by other PHW and PHP staff and external reviewers.   • Developing collaborations within the PHP and OSI: Support PHW colleagues and from other PHP projects, and colleagues at Soros National Foundations, in developing and implementing community monitoring efforts.  Participate in joint planning processes and development of campaigns and events of the PHP that involve community or civil society monitoring.  Where necessary, coordinate grant-making, capacity-building, advocacy, and other activities with other initiatives within the PHP and OSI. 
  • Documentation and advocacy: Coordinate and edit documentation of promising and proven practices in community monitoring.  Disseminate information on best practices at national, regional and international levels.  Assist grantees and partners in presenting the results of their work.  Organize events to discuss and publicize issues relevant to PHW's work.
  • General program development and administration: Contribute to the development of PHW's program strategy, work planning and implementation of long-term plans.  Contribute to the general administration of PHW and the PHP.  Participate in meetings and workshops and help organize conferences and events.

 Qualifications:  
The ideal candidate will have the qualifications below.  Though it is not expected that a single person will possess every one of these, substantive knowledge of the field as described below is essential:

Master's degree in a social science e.g. public health, international or public policy.
  • Substantive knowledge and experience in the field of community monitoring, including knowledge of different methods and tools (e.g. citizen report cards, community score cards, social audits, shadow reports, and other relevant methodologies) as well as familiarity with organizations working in the field.
  • Understanding of policy-making and budgetary processes in a range of countries.
  • 3-5 years work experience in community monitoring or a related field.
  • Experience developing learning materials such as toolkits and sourcebooks.
  • Experience in working with community and/or advocacy organizations
  • Excellent analytical and organizational skills.
  • Excellent oral and written English.  Familiarity with Russian a plus.
  • Ability to effectively manage several projects simultaneously in a fast-paced working environment.
  • Experience in project management, including managing consultants, and developing and managing budgets.  Grantmaking experience a plus.
  • Experience working internationally, particularly in sub-Saharan Africa and/or Eastern Europe and Central Asia.
  • Ability to listen and communicate clearly and effectively with people from diverse cultures and backgrounds.
  • Ability to work as a team member and independently, with a high level of self-motivation.
  • Ability and willingness to travel internationally on a frequent basis.

Reporting to the Europe and Central Asia division's Deputy Director, the Moscow Office Director: represents HRW in all aspects of our work in the region, develops strategies to curb human rights abuses in Russia, Belarus, and the Ukraine, monitors human rights in these countries, oversees compliance with Russian and internal administrative and financial requirements; and manages a small local staff. The director will work closely with HRW's Russia team.


The Moscow Office Director is HRW's spokesperson in the region and represents the organization before the international community, our partner organizations, and regional media. The Moscow Office Director investigates human rights developments in Russia, Belarus and the Ukraine in order to publicize and curtail human rights abuses through writing and advocacy. The Director also ensures the operational integrity of the Russia office. Responsibilities will include documenting human rights violations; writing and publicizing concise and accurate reports, briefing papers, news releases, op-eds and submissions to international bodies as needed; bringing human rights violations to the attention of governments in the region; advocating for the improvement of human rights in the region with target regional governments, the EU, the US government, the United Nations, the Council of Europe, and other multilateral bodies; working with local groups and activists including through coalition work and campaigns with local groups; expanding HRW's media presence in Russia; expanding contacts with government officials and human rights groups in the target countries, and international organizations based in the region; working with the HRW Operations team and local staff to ensure the security of our Russia office and compliance with local and internal regulations; overseeing other financial and administrative aspects of the Moscow office.

Qualifications: 
The successful candidate will be scrupulously objective, able to investigate and report on abuses without prejudice or favor, and in contexts that are highly charged politically. The individual in this position must be able to respond quickly to crises or opportunities as they occur, producing written material in English under tight deadlines. The position combines elements of research, writing, advocacy, administration and management, and requires an individual who has solid judgment and initiative, strong interpersonal skills, and excellent research and writing skills.


The ideal candidate should have an advanced degree in international relations, related regional studies, journalism, law, or another related field; several years of human rights or related experience, in Russia and, ideally, in one or more of the target countries; fluent command of Russian and excellent writing and communications skills in English; and a demonstrated commitment to international human rights. Management experience is advantageous.

The Moscow Office Director will be based in Moscow, Russia, and should be prepared to travel extensively in the region and occasionally to the United States and Europe for consultations and advocacy.

  • Drafts board memos, briefing memos, reports and other materials with some editing, direction and substance guidance; drafts entire or significant portions of quarterly reports, sections of work plans and larger proposals; edits work of Program Assistant and Senior Program Assistant;
  • Develops program concepts for proposals in collaboration with functional team; develops program objectives that reflect broader institutional strategies and approaches in tandem with Senior Program Officer or Director;
  • Leads work plan discussions; manages process for work plan drafting and submission;
