Description:
The position is a key to providing specific and unique technical capacity building to IRC’s two local partners (1 NGO partner and 1 government Center), as well as to IRC staff. Responsibilities
Pre-Visit:
  • Review GBV proposal and quarterly reports

Visit:
  • Facilitate training for Center staff involved in operating the referral hotline;
  • In collaboration with the Center, review and finalize the hotline operating manual, including referral points, information for survivors and problem mitigation strategies;
  • Provide technical support to local partners in preparing GBV awareness promotion materials according to the developed strategy;
Post-Visit:
  • The consultant will prepare a final report summarizing a visit and outlining recommendations.

Qualifications:
  • 6 years program management experience in the field of gender-based violence in conflict-affected areas or related area of programming
  • MA/S or equivalent in social work, social sciences, public health, community health, or related field
  • Demonstrated experience with capacity building and training
  • Good interpersonal and team building skills
  • Ability to live and work under pressure in an unstable security environment with previous experience in CIS countries, preferably Northern Caucasus or Russian Federation preferred
  • Strong negotiation skills essential with experience in conflict resolution desirable
  • Experience of working with local stakeholders
  • Fluency in English is required; knowledge of Russian is preferred

Qualifications:

•  High level of familiarity with the policymaking process in Russia.
•  High level of familiarity with Russian civil society, including NGOs, domestic and international charitable organizations, trade and business associations, etc.
•  Master’s degree or Russian equivalent in public policy, public health, or other related field.   
•  Excellent organizational skills; ability to balance and prioritize multiple assignments in a fast-paced, changing environment.
•  Ability to maintain open channels of communications and coordinate with multiple partners sharing the same or similar goals.

International Program Manager

The International Program Manager reports to the Assistant Director of the Institute for International Liberal Education (IILE). The main focus of the position is on developing, implementing, and supervising recruitment and hosting of undergraduate students at two Bard partner institutions: Smolny College, in St. Petersburg, Russia, and the American University of Central Asia (AUCA), in Bishkek, Kyrgyzstan. In this capacity, the International Program Manager is expected to set and meet numerical and financial goals for recruitment. S/he will play an integral role in assuring the excellence of the student experience abroad.

The position is based at Bard, with regular travel both within the US and internationally, including regular visits to AUCA and Smolny. Approximately 50% of time will be devoted to program development and management of the Bard-Smolny program and 50% to program development and management of the Bard-AUCA program.

Building on the successful Bard-Smolny Program at Smolny, the International Program Manager will develop strategic marketing plans and strengthen networking for Smolny College recruitment, including alumni networking and liaison with faculty and staff at key sending colleges and universities in North America. Smolny currently sends ca. 25-30 U.S. students to Smolny every semester, plus 30 to its Summer Language Intensive. The IPM will assist the Asst. Director of IILE in supervising and assuring the excellence of the existing Bard-Smolny program at Smolny, including designing recruitment materials, maintaining the website, and updating manuals, etc; create and manage a program for visiting North American students at AUCA, beginning with the Fall Semester 2011. This includes assuring the availability of needed facilities, staff, and arrangements at AUCA. Finally, the IPM will develop and implement a recruitment plan for AUCA, including needed materials (website, print publications), in cooperation with AUCA and with IILE recruitment staff, beginning in Spring 2010 (with the first students attending AUCA in FS 2011).

Depending upon experience, the International Program Manager will also have the opportunity to assist with the creation and administration of other IILE initiatives at Smolny and AUCA, including curriculum development and review, public relations, and fundraising, to administer direct student and faculty exchange programs between and among Bard, Smolny, and AUCA, and to manage the budgets of all programs for which s/he has direct administrative responsibility.

Qualifications:
 Relevant professional experience managing civil society, ICT, and/or improved governance programs, with significant experience in Russia or Eurasia countries;

 Knowledge of and expertise in ICT for Development;

 Demonstrated understanding of the issues surrounding civic engagement in Russia;

 Minimum 4 years experience as a Chief of Party, Program Director or equivalent leadership position in international development;

 Successful track record in achieving results related to the key areas of responsibility listed for this position;

 Working knowledge of US government and other international donor contracting mechanisms and procedures. Experience managing USAID funded programs is preferred.

The ideal candidate will have direct experience on rule of law issues preferably in the Europe and Eurasia region. Reconciles conflicts between basic policies and program goals. Provides expert advice and recommendations to top OIIR management officials. Identifies reasons for the nature and/or extent of program-related problems that arise and investigates areas in need of improvements. Recommends options that remedy problematic situations and writes comprehensive resolution recommendations.

Qualifications:
Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

The Individual Advanced Research Opportunities Program (IARO) provides students, scholars and professionals with support to perform policy relevant field research, in the countries of Eastern Europe and Eurasia. In addition to engaging in research in the region, the IARO fellowship affords scholars the opportunity to increase their understanding of critical, policy relevant issues, develop and sustain international networks, and collaborate with foreign scholars on topics vital to both the academic and policy-making communities.


Applicants to the IARO program can apply to do research in up to three countries for up to nine months. As part of the IARO fellowship, participants are provided with visa assistance, international roundtrip transportation, a monthly allowance for housing and living expenses, as well as emergency evacuation insurance. IARO fellows also have access to resources available in any of IREX’s 25 field offices.

* Strategically lead, develop and direct the implementation of all aspects of World Vision Russian Federation Ministry as an effective member of the Partnership in line with Twin Citizenship principles to ensure high Ministry quality and high impact in the field; Be accountable for all of aspects of WV’s work in the country.
* Ensure that WV’s ministry is directly contributing to the sustained well-being of children and the fulfillment of their rights within families and communities.
* Represent WV to all donors, project partners, other WV Partnership offices and divisions, local government, church representatives and non-governmental organizations serving according to given Power of Attorney.

KEY RESPONSIBILITIES:
Leadership and Management of Zonal Office:
* Promote WV’s Vision, Mission, Core Values and key Partnership Standards and practices among staff and partners and ensure these are the foundation of the office strategy and work;
Ensure capable staff are available to implement office strategy and operational plans;
* Lead and manage the team to facilitate a high performance culture, open trustworthy relationships and integrity;
* Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office;
* Ensure implementation and compliance to Partnership Performance Management Standards and Principles, while seeking to implement Performance Management guidelines; Champion the office and leadership team in the proper implementation of Performance Evaluations on annual basis for the whole organization;
* Support initiatives for staff care and well-being, both for international and local employees;
* Ensure excellent standards in the management of the human, financial, capital and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders;
* Visit projects frequently to encourage, build relationships, and support WV programs;

Ministry Performance:
* Ensure high ministry quality and impact with office achieving planned annual targets at all stages of the LEAP cycle on a sustainable basis;
* Ensure the highest standards of quality and accountability through compliance with World Vision policies and standards and international standards for emergency response, disaster mitigation, rehabilitation and development;
* Ensure all project proposals, reports, integrated audits, and ministry evaluations are reviewed at proper levels within the office and appropriate actions are implemented, to ensure impact, accountability, and compliance;
* Ensure measurable improvement in the well-being of children is achieved as evidenced by achieving targeted improvement in the Child Well-Being Outcomes.
* Ensure that a national monitoring & evaluation strategy based on technical and managerial indicators exists and is implemented;
* Ensure accountability for the implementation of effective ministry to all key stakeholders. Ensure a relevant, timely and accurate flow of management and operational reports according to program objectives and standards and to meet reporting standards of partners, the Regional and Partnership offices (as specified in the Covenant of Partnership) and local partners;

Advocacy and Representation
* Represent WV and build strategic alliances with the government of Russian Federation, the MEER office, donor agencies, WV Partnership, nongovernmental agencies, churches and media;
* Ensure development and implementation of an advocacy strategy for the context, promoting justice and challenging unfair structures that oppress those in need; Ensure WV is positioned as a leading NGO in promoting the well-being/ rights of children in Russian Federation;
* Strengthen awareness of WV’s program both within and external to the WV Partnership;
* Ensure that the WV brand is respected within the country and office operations nor staff harm it;
* Provide leadership, strategic direction and support to the team for developing and implementing excellent donor experience and acquisition of Ministry funds
* Identify new opportunities and forge alliances that lead to optimization of all resources;

Financial Management and Financial and Operational Audit Compliance
* Ensure efficient/ effective organizational practices resulting in acceptable financial/operational audit scores;
* Ensure action to resolve any audit findings in a timely manner; reporting same;
* Ensure timely and complete submission of financial reports;
* Ensure strong operational compliance through timeliness and completeness of program/project reports;
* Provide direction for integrating private and public funds to maximize results and respond to community needs in most effective and efficient way;
* Manage overall financial integrity of the program to WV Support Offices, donors, the government and other stakeholders;
* Provide overall strategic leadership and initiative for identifying and securing financial resources to support the program;

Safety and Security, Disaster Mitigation and Preparedness
* Develop and maintain capacity to respond to natural and man-made emergencies;
* Maintain, and regularly review security and safety plans and protocols (security manual, evacuation plan, Disaster Preparedness Plan, and risk assessments) and ensure understanding and compliance by all staff and visitors;
* Oversee relief efforts, as and when they arise and work in partnership with response teams. Build in-country relief response capacity to ensure adequate disaster management and response;
* Liaise with other international organizations to collect information about the security environment and, where appropriate, discuss joint responses to security threats;
* Ensure staff safety and orient staff to the management of potential risks related to operation within restricted religious context.

Compliance and Country Legal environment
* Ensure the office complies to local legal requirements and standards;
* In coordination with WVI legal and local representation. represent WVRF in legal matters/court actions as required
* Ensure and oversee proper mechanisms for Child Protection and other WVI Standards and Principles implementation;
* Ensure that the entity functions in a complementary, cohesive manner where the principles of twin citizenship guide the contribution made to the Partnership and the use of WV Partnership resources;

Spiritual Leadership
* Ensure that office leadership is capable to work in interfaith contexts and is familiar with World Vision’s commitments;
* Participate and lead regular devotional meetings;
 

Qualifications:
* Bachelor's degree or equivalent experience in management or social sciences (advanced degree is preferred);
* Proven leadership (people) and management skills;
* Proven visionary and strategy abilities
* Ability to work under pressure and make key decisions that impact the safety and wellbeing of WV staff
* Good knowledge of financial management and accounting principles
* Fluency in English

Regional ICT Coordinator, Moscow

Reporting to the Operations Officer for the day-to-day activities, and with a direct functional reporting line to Coordinator Field IT Services (IRT/FIT) in all IT matters, the Regional Information and Communications Technology (ICT) Coordinator provides network, email, and security management and monitoring for the Regional Support Team (RST) and countries in the region. The Regional ICT Coordinator's primary responsibility is to ensure that global UNAIDS Secretariat standards are applied and coordinates directly with IT in Geneva to provide effective services and support, particularly in the domain of network management, server management and connectivity. As the primary IT officer of the region, the Regional ICT Coordinator must also coordinate for the RST and the countries in the region:
a. the systems analysis and development activities of the region (with IRT in Geneva)
b. IT support services (with UNAIDS Cosponsors)
c. Desktop and desktop software maintenance (with IRT in Geneva)
The Regional ICT Coordinator provides the critical link between users needs for support in the RST and IT services for the countries that facilitates the work of all staff in the region.
Main tasks and Responsibilities of the Position: Network and Desktop Management:
1. Coordinate with IT Geneva for global network architecture design
2. Perform network and server administration for uninterrupted systems operation
3. Ensure that network and data security is established according to UNAIDS standards and maintained, by direct coordination with Geneva IT unit;
4. Provide technical support to users in the RST and the countries in the region on network administration solutions involving systems, hardware, software and security
5. Manage e-mail services for the RST and countries for the region, including anti-spam
6. Manage inventories, upgrades and disposal for all desktop tools (hardware and software) according to manufacturers and UNAIDS IT policy standards
7. Apply global procurement standards to make procurement recommendations for country offices in the region and document and maintain a set of regional standards
8. Provide local desktop/network test environment for software requiring global roll-out

Systems Analysis:
1. In coordination with IT Geneva and other RSTs, partner with colleagues to explore requirements, assess functionality of IT systems and recommend optimal solutions
2. Assess utility of off-the-shelf products and creation of internal systems within context of UNAIDS IT strategy and individual user needs, recommending appropriate usage
3. Contribute to and ensure the rollout of global UNAIDS development standards

Management, coordination and oversight:
1. Manage outsourcing, monitor vendor performance, recommend necessary action to RST and Geneva IT on satisfactory completion of IT-related contracts, deliverables and of financial transactions (payments and necessary record keeping)
2. Work with Cosponsors and ICT service providers to ensure high-quality user support
3. Maintain and update regional map of IT information and contacts and contribute to global database of UNAIDS IT infrastructure
4. Provide advice as to possible alternatives and more cost effective solutions
5. Provide IT training to RST users on standard software as well as on a regular basis updating users on new features and coordinate training delivery with IT Geneva
6. Contribute to a positive attitude among staff toward technology utilization.

Qualifications:
Education:
Essential: A first university degree in Information Systems, Information Technology, Computer Science, Electronics Engineering or related field, or equivalent training.
Desirable: A Cisco certification and/or MCSE certification is an asset

Experience:
Essential: At least 3-5 years hands-on experience managing a large LAN or WAN topologies and within this experience 2 years' experience with VPN technologies and WLAN equipment and protocols.
Desirable: At least 2 years of experience with Microsoft Active Directory and Exchange email system and some experience in systems analyses and software development.
- Experience with VoIP and IP telephony protocols.
- Experience with direct and support contact with users at junior to senior levels required and training and presentation skills experience.

The North Caucasus Agricultural Development Project (NCADP) objective is to strengthen agricultural value chains in selected regions of the North Caucasus (NC) and will be achieved through improving production skills and trading in agriculture. The APC will refine, coordinate and otherwise lead NCADP strategies and activities in agricultural producer organization classification, selection, awareness raising, strengthening and participation in the NCADP. The AMC will be the IRC NCADP Team’s point person on supply-side initiatives. S/He will refine, coordinate and lead NCADP agricultural production, cooperative strengthening and trust building activities in rural areas intended to identify and obtain the participation of farmers and their producer associations that will be linked in partnership with agribusinesses and other buyers of their commercial agricultural production. NCADP production initiatives will take place in up to five republics in the Southern Federal District of the Russian Federation.

The AMC will perform a range of design, refinement, strategy, management, liaison, representation, reporting and coordination activities that are expected of a senior manager. These will include the formation and building of a NCADP community and farm-level implementation team that is proficient and productive in such areas as community awareness raising, trust and capacity building and cooperative/producer association participation and strengthening. The AMC will be responsible for ensuring an efficient extension system is put in place and the production and execution of the supply-side elements of NCADP sub-project concept papers, proposals and business plans, and relations with supply-side partners and others throughout the value chains the NCADP strengthens to ensure sub-project viability and profitability for both producers and buyers linked together through long-term commercial agreements.

Qualifications:
•Degree in Business Administration, Agricultural Economics, Economic Development/Rural Development or a related discipline.
•At least 7 years experience in agricultural production promotion and association strengthening, preferably managing cooperative-involved programs in post-conflict contexts.
•Previous experience as a cooperative member and cooperative association professional will be valuable.
•Experience as a team leader on one or more market-led, agricultural development projects.
•Previous experience in CIS countries, preferably Northern Caucasus or Russian Federation
•Strong confidence and trust-building personality, skills and presence essential.
•Flexibility and experience operating in a changing environment.
•Strong written, computer applications, analytical and conceptual skills.

The Executive Director of Human Rights Watch's Europe and Central Asia Division is responsible for developing effective research, advocacy and communications strategies for maximum impact on human rights in Europe and the Central Asian region. S/he is responsible for setting priorities and overseeing detailed research on human rights issues in the ECA region including emergencies, the publication of analytical and credible reports and other advocacy materials on those issues, and the use of these materials to generate domestic and international pressure to curb human rights violations. S/he represents the organization frequently before the international media and advocates with high-level officials from governments, UN, EU and other international and regional organizations. S/he coordinates with key colleagues, both within HRW and externally with allied organizations and NGOs. S/he manages staff based in three continents, supports staff and office development and oversees their security. The ECA Executive Director is also responsible for fundraising, identifying and recruiting donors, and drafting funding proposals.  The successful candidate will have excellent leadership skills and a depth and breadth of management and organizational skills, including the demonstrated ability to lead a team of talented professionals in multiple global locations.  S/he will be based in one of the organization's European offices in Moscow, Berlin, Brussels, Paris or London, but other locations in Europe may be considered. Qualifications:
The ideal candidate will be a self-motivated, creative, strategic thinker with substantive, senior-level experience working on human rights issues in the ECA region and will have the capacity to serve as an effective advocate and activist.  S/he will have excellent leadership, management and organizational skills, including the demonstrated ability to lead a team of talented professionals in multiple global locations. S/he will be able to juggle multiple tasks and work collegially in a demanding, diverse, and fast-paced environment. S/he must have ease and demonstrated experience speaking to the media and cultivating relationships with journalists. S/he must be able to develop effective working relationships with colleague organizations and with policymakers, including government officials and representatives of international organizations.  The ideal candidate must have excellent oral and written communications skills in English; fluency in Russian, German or French is highly desirable.  S/he must have keen political judgment, proven initiative and follow-through, the ability to work quickly and well under pressure, and a commitment to human rights. An advanced degree in law, international relations, European or Central Asian studies, public policy, or a related field is desired, as is familiarity with international human rights law.
