Description:
Under the direct supervision of the Director for Program Development and Evaluation, the Program Development and Evaluation Coordinator, is responsible for coordinating all donor reporting, regional fundraising efforts, proposal development, and donor relations for the Eurasia Foundation in Kazakhstan. They will also conduct internal project evaluations and work to improve the quality of projects.


Duties
§  Coordination of writing, editing, review and submission of all donor-funded project reports, including program research and collaboration with program staff and implementation partners
§  Coordination of donor relations with all donor organizations, including oversight of donor reporting schedules, internal reporting, archiving, and database management  

Working with colleagues to:
§  Identify new prospective donor organizations
§  Develop new project concepts and proposals
§  Present concepts and proposals to donors
§  Conduct internal project evaluations
§  Work with project staff to improve program quality



Qualifications:
·         Bachelors degree or equivalent experience in one or more fields covered by the Foundation
·         Experience working in international development organizations
·         Experience in project development and project management
·         Excellent English language skills (native language speaker preferred); Russian language ability desirable but not essential (written and oral)
·         Strong communications skills, personal initiative, and an ability to work in teams

Description:
Provides administrative support and guidance for organizational budgeting and financial management activities. Areas of guidance include budget formulation, justification, and execution policies; and financial management and financial reporting requirements. Provides information and advice to management and program personnel on budgetary and finance issues.

Provides human resources management and administrative advice and coordination support to an organization. Acts as a liaison with the human resources office. Coordinates personnel actions and maintains records such as performance ratings, position descriptions, and award nominations. Provides human resource advisory services to managers and performs related functions.

Provides general administrative support related to office supplies, office property, or office moves.

Researches and/or analyzes problems, issues, or program requirements.
Qualifications:
Knowledge of the mission of the agency and the interrelationships of the office with headquarters, other country/regional/domestic offices and the host country.
Comprehensive knowledge of the applicable administrative, concepts, principles, and practices that govern support functions performed in a foreign offices.
Knowledge of local law enforcement organizations in the geographical area assigned to the office.
Knowledge of host country customs and law sufficiently to resolve problems associated with office and housing needs.
Knowledge and skill in the use of automation equipment and computer software systems.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE
The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE
Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Place within the Organisation:
  • Hierarchically and functionally accountable to the Director of Programs and Operations in the International Office in Amsterdam

Overall Job Objective:
  • To support the development, implementation, evaluation and promotion of tools for effective HIV prevention, treatment, care and support for people living with HIV/AIDS, which are designed for and appropriate to the specific conditions of the EECA

Responsibilities and Tasks:
Related to Program Development
• To monitor the HIV/AIDS related health needs in the region of Eastern Europe and Central Asia  in close collaboration with the Regional Directors
• To supervise the development of AFEW guidelines on program content by the Regional Advisors   and trainers
• To participate in the development of project proposals
• To propose and support exploratory missions in the various republics of EECA in close collaboration with the Regional Directors
• To translate identified needs into appropriate interventions, in line with the Strategic Plan  and in close collaboration with the Regional Directors
• To assist and support Regional Offices in program revisions and strategic program development according to M&E outcomes
• To monitor the Conferences and Events agenda and suggests the ones to attend to the staff and senior management
• To promote internally and coordinate AFEW’s attendance at the international and regional conferences, e.g. International Harm Reduction Conference, EECAAC, International AIDS Conference etc. and safeguard or improve the quality of AFEW’s contributions

Related to Monitoring and Evaluation
• Together with the Head of the M&E Unit to develop tools to safeguard quality of training, mass media campaigns and other information, education and communication activities
• To participate in the development of internal procedures for the scope of the Program Department
Related to Strategy Development
• To work together with the Director of Programs and Operations on further development and/or adaptation of the Strategic Plan 2009 – 2010 including – among others – operational strategies, program development, strategic positioning and strategic alliances

Related to General Management
• When necessary (during holidays, other absences of work) replace the Director and manage the Program Department on a daily basis through supervision, regular meetings and reporting

Related to Human Resource Management
• To assist in developing job profiles for Program  Department staff
• To assist in the process of recruitment, selection, and training of Program  Department staff
• To participate in employee evaluations
• To supervise and support the Regional Advisors

Internal Communication:
• To report to the Director of Programs and Operations according to an agreed schedule
• To participate in regular Program Department meetings
• To coordinate the Programme Department – Regional Advisors meetings

External contact:
• Regional and International strategic alliance partners
• Regional governmental and non-governmental counterparts
• Regional and International network of HIV/AIDS related experts

This position is a maternity leave replacement, with a minimum contract of four months. 

Qualifications:
• Minimum of 5 years of the international public health programming experience and working in the HIV/AIDS field or related areas (tuberculosis, STIs)
• Minimum 5 years of project management experience
• Experience in transferring knowledge and skills in e.g. training or through coaching
• Relevant post-graduate qualification (public health or policy, non-profit management, social work preferred) or comparable work experience is required
• Fluency in written and spoken English and IT
• Working knowledge of Russian for non-EECA applicants
