Description:
Provides administrative support and guidance for organizational budgeting and financial management activities. Areas of guidance include budget formulation, justification, and execution policies; and financial management and financial reporting requirements. Provides information and advice to management and program personnel on budgetary and finance issues.

Provides human resources management and administrative advice and coordination support to an organization. Acts as a liaison with the human resources office. Coordinates personnel actions and maintains records such as performance ratings, position descriptions, and award nominations. Provides human resource advisory services to managers and performs related functions.

Provides general administrative support related to office supplies, office property, or office moves.

Researches and/or analyzes problems, issues, or program requirements.
Qualifications:
Knowledge of the mission of the agency and the interrelationships of the office with headquarters, other country/regional/domestic offices and the host country.
Comprehensive knowledge of the applicable administrative, concepts, principles, and practices that govern support functions performed in a foreign offices.
Knowledge of local law enforcement organizations in the geographical area assigned to the office.
Knowledge of host country customs and law sufficiently to resolve problems associated with office and housing needs.
Knowledge and skill in the use of automation equipment and computer software systems.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE
The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE
Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
