Description:
AMEX International, Inc., a Washington, DC-based international development firm, has an immediate need for a senior level consultant who can lead a small team to conduct an assessment of current conflict dynamics in Tajikistan. The expected results of this assessment will offer analysis and recommendations for a U.S. government approach towards mitigating potential key triggers of violent conflict in Tajikistan. This assessment will include a desk top research and review of the body of analytical work available on Tajikistan, particularly conflict triggers, to help identify areas, both thematic and geographic, that merit closer attention once the team begins its fieldwork; meetings with USG Washington, DC representatives; development of a written fieldwork plan; fieldwork of up to three weeks on the ground in Tajikistan; and a final report with recommendations for new and modified directions in programming. The Conflict Assessment Framework prepared by USAID’s Office of Conflict Management and Mitigation (CMM) will be the primary analytical tool for conducting the field assessment. This work is to be done under an AMEX contract with CMM, and the start-up date is almost immediate. The overall length of the project is about 2 months.

Qualifications:
Knowledge of the conflict triggers and programming in this field. Relevant experience with leading or participating in similar assessments. Experience in translating conflict assessment findings into programmatic objectives across sectors (e.g. health, education, economic growth, and democracy and governance). Experience analyzing the intended and unintended consequences of development programs on the potential triggers or mitigating factors of conflict. Prior USAID experience. Prior experience using CMM’s Conflict Assessment Framework methodology. References that can speak to the candidate’s ability to produce a high quality product. Relevant Master’s (or higher) degree from an accredited university. Be available to start work immediately.

PREFERENCES: Experience in Central Asia. Competency in the Russian and/or local Tajik languages.
