Description:
The global health and human rights organization HealthRight International (formerly Doctors of the World-USA) seeks a dynamic public health professional to manage existing programs and develop new projects in Russia, Ukraine, and the region of the Newly Independent States (NIS). This position is based at HealthRight headquarters in NYC.  Programs in this portfolio serve at-risk children and youth, families affected by HIV/AIDS, and other marginalized populations, including injection drug users. Reaching out to the most vulnerable and marginalized populations, HealthRight works with local partners to build lasting access to health for excluded communities through a rights-based approach. HealthRight is looking for an expert and advocate who shares our commitment to provide local communities with the means to fight disease and discrimination, and to ensure children have the support and protection of families, through building the capacity of local health services and transforming national and international public health policy to effect lasting change.

Duties include program assessments and design, oversight of 75 staff, including direct supervision of one HQ and one field staff and operations, technical input to ongoing projects, monitoring and evaluation, donor relations, proposal writing, and fiscal oversight.

The position requires frequent international travel, collaborative work style, comfort working with a diversity of cultures, experience with rights-based programming approaches and an understanding of human rights and public health.

Qualifications:
MPH or equivalent graduate degree (degree preferred, but experience may substitute), at least 3-8 years of field and HQ-based experience in international health, outstanding writing and communication skills, and capacity to work with public and private funders. Russian language skills required (other NIS languages a plus), and experience implementing or managing programs in Russia or the NIS region a must, with a special understanding of the regional sensitivities, challenges and opportunities for advocacy to change national and global policy.

Strongly preferred qualifications include: experience with services for at-risk youth and families and/or with HIV/AIDS among marginalized populations.
