Description:
The resident Program Officer/Senior Program Officer will also represent NDI to the government of Armenia, the US Embassy and USAID, and local and international non-governmental organizations (NGOs). The resident Program Officer/Senior Program Officer will report to NDI’s Yerevan Office Director and assist as needed with tasks related to financial and human resource management within the Yerevan office. Required Skills
  • Assist domestic election monitoring organization(s) develop voter education and observation strategies and prepare for statistically-based observation of the 2012 parliamentary election;
  • Provide assistance to NDI’s youth and women’s programs;
  • Provide guidance to Armenian civic partners on institutional development and management skills including: leadership skills and strategies, volunteer recruitment and retention, internal communications, transparent financial management practices and organizational sustainability/fundraising;
  • Assist Armenian citizens and civic groups conduct advocacy campaigns and local initiative projects via workshops and trainings on such topics as: message development, building and maintaining coalitions, media relations and outreach to government officials;
  • Help choose local civic groups and distribute funds for a small grants program; assist in evaluating, managing and reporting on small grants program;
  • Draft and submit field and donor reports under guidance of country director that monitor, measure and evaluate program results and political developments;
  • Ensure programmatic goals are achieved and operational and reporting requirements are adhered to;
  • Maintain relationships with key partners in civil society and the donor community;
  • Develop program concepts and lead strategic discussions;
  • Anticipate and plan for programmatic needs and take action accordingly; provide guidance to staff in this area; oversee programmatic progress and measure program performance, timing and results; conduct assessments.

Qualifications:
  • Bachelors Degree, preferably in public policy or related subject;
  • Minimum four (4) years for Program Officer; six (6) years for Senior Program Officer professional experience working with civil society organizations or in democratic governance development;
  • Election/referendum experience highly desirable;
  • Substantial program management and financial management experience;
  • A background in fundraising highly desirable
  • Strong written and oral communication skills; fluency in written and spoken English;
  • Ability to communicate skills and experience to others as a trainer and advisor;

Required Skills

  • Conceptual, analytical and management skills to anticipate, interpret and respond effectively to complex operational and strategic issues;
  • Excellent interpersonal skills to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policymakers;

Qualifications:

    Fellowship 2011: US Graduate Fellowships for Research in the South Caucasus

TSEP includes conflict mitigation, economic development and social revitalization activities to address the causes of instability in Tajikistan, assuring quality, impact and cost effectiveness of the project. The Deputy Chief of Party will work with the Chief of Party to develop program strategy and ensure that it continues to meet USAID requirements and standards. The Deputy Chief of Party will directly manage local project staff and will work closely with them to ensure timely, quality and coordinated implementation of activities. The level of oversight will require substantial travel to field sites. The position will also be responsible for some donor communication, including submission of narrative reports as required.

    Qualifications:
    • MA or equivalent in a social science, international studies or management, or related field, and three years of field experience in international relief and development programs.
    • Three years or more of practical experience in community-based programming, capacity building and civil society development.
    • An understanding of the potential underlying causes of conflict, and an ability to be able to recognize and monitor conflict. Experience with conflict analysis or conflict mitigation programming preferred.
    • Prior experience with USAID and/or other bilateral funding agencies.
    • Demonstrated ability to function as a social entrepreneur and proven success with building, managing and leading a team of professionals and the ability to function as a team player among peers.
    • Successful and proven negotiation, communication, organization, and prioritization skills and experience.

    The program includes language training, seminar programs, and extended professional experience. Fellows receive travel, free housing, monthly stipends, and insurance. Russian language proficiency is preferred though not required at the time of application.

    - Graduate degree and professional experience in business, economics, journalism, mass communications, law, international relations, political science, government, or public policy.     The Individual Advanced Research Opportunities Program (IARO) provides students, scholars and professionals with support to perform policy relevant field research, in the countries of Eastern Europe and Eurasia. In addition to engaging in research in the region, the IARO fellowship affords scholars the opportunity to increase their understanding of critical, policy relevant issues, develop and sustain international networks, and collaborate with foreign scholars on topics vital to both the academic and policy-making communities.


    Applicants to the IARO program can apply to do research in up to three countries for up to nine months. As part of the IARO fellowship, participants are provided with visa assistance, international roundtrip transportation, a monthly allowance for housing and living expenses, as well as emergency evacuation insurance. IARO fellows also have access to resources available in any of IREX’s 25 field offices.
     

    Qualifications:
    IARO fellowships will be awarded in each of the following categories:

    Master’s Student
    Eligibility: Must be enrolled in a master’s program during the grant period

    Predoctoral Student

    Pacific Environment seeks an experienced and energetic Russia Program Director with a demonstrated passion for the environment and social justice. The Russia Program Director oversees the Russia grants portfolio, supervises a team of four, manages the program budget, and oversees campaigns to support our Russian partner organizations. The Russia Program Director must have superior written and verbal communication skills in both Russian and English. The Russia Program Director is also involved extensively in fundraising and outreach for the Russia Program, particularly by working with both institutional and individual donors. The position involves travel, including travel to Russia for site visits and meetings. The position requires strong leadership and decision-making abilities, an ability to work effectively in cross-cultural settings, strategic insight and professional initiative, experience in fundraising and outreach, budgeting and management skills, experience with international grantmaking, prioritization and time management skills, and a pervasive collaborative and results-oriented approach to all tasks. This position reports to the Executive Director and is based in San Francisco, California.

    The Russia Program Director will be responsible for:
    • Overseeing and participating in development and implementation of environmental campaigns in Russia;
    • Fundraising for Pacific Environment’s Russia Program, including extensive grant writing and reporting and outreach to individual donors;
    • Publicizing Russian environmental issues and campaigns in the US through writing articles, public speaking, and working with the media;
    • Establishing media contacts and acting as a spokesperson for the Russia Program;
    • Overseeing a team of four Russia Program staff;
    • Overseeing the Russia Program budget and activities; monitoring expenditures against budget on a regular basis;
    • Overseeing effective implementation of a $500,000 per year re-granting program;
    • Researching, monitoring, and analyzing environmental issues in Russia;
    • Maintaining strong connections with Russian partners, including regular site visits, email, and phone communications;
    • Ensuring implementation of an exchange program involving three exchanges per year;
    • Contributing to the production and dissemination of reports and project and campaign outreach materials, including policy papers, fact sheets, and web pages;
    • Interpreting and translating between English and Russian for program work when necessary;
    • Working as part of a team with the Executive Director, development and communications staff, and other program staff to further the goals of the organization; and
    • Other tasks as needed.
     

    Qualifications:
    • MANDATORY: Fluent language skills in Russian and English;
    • Superb written and verbal communications skills;
    • Strong organizational and multi-tasking skills, excellent attention to detail;
    • Able to work under pressure, while being self-motivated and an energetic team player;
    • Excellent interpersonal skills and ease in working cooperatively and inclusively with people of different cultures;
    • Experience with staff supervision, fundraising, campaign management, and budget management;
    • Experience with public speaking;
    • Commitment to maintaining an efficient, collaborative and positive work environment;
    • Able to travel extensively nationally and internationally;
    • Strong computer skills, including Outlook and MS Office;
    • Authorized to work in the United States;
