Description:
The resident Program Officer/Senior Program Officer will also represent NDI to the government of Armenia, the US Embassy and USAID, and local and international non-governmental organizations (NGOs). The resident Program Officer/Senior Program Officer will report to NDI’s Yerevan Office Director and assist as needed with tasks related to financial and human resource management within the Yerevan office. Close coordination will also be expected with NDI -Washington, including day-to-day contact with the Washington-based staff that provides oversight for field activities.
Required Skills
  • Assist domestic election monitoring organization(s) develop voter education and observation strategies and prepare for statistically-based observation of the 2012 parliamentary election;
  • Provide assistance to NDI’s youth and women’s programs;
  • Provide guidance to Armenian civic partners on institutional development and management skills including: leadership skills and strategies, volunteer recruitment and retention, internal communications, transparent financial management practices and organizational sustainability/fundraising;
  • Assist Armenian citizens and civic groups conduct advocacy campaigns and local initiative projects via workshops and trainings on such topics as: message development, building and maintaining coalitions, media relations and outreach to government officials;
  • Help choose local civic groups and distribute funds for a small grants program; assist in evaluating, managing and reporting on small grants program;
  • Draft and submit field and donor reports under guidance of country director that monitor, measure and evaluate program results and political developments;
  • Ensure programmatic goals are achieved and operational and reporting requirements are adhered to;
  • Maintain relationships with key partners in civil society and the donor community;
  • Develop program concepts and lead strategic discussions;
  • Anticipate and plan for programmatic needs and take action accordingly; provide guidance to staff in this area; oversee programmatic progress and measure program performance, timing and results; conduct assessments.

Qualifications:
  • Bachelors Degree, preferably in public policy or related subject;
  • Minimum four (4) years for Program Officer; six (6) years for Senior Program Officer professional experience working with civil society organizations or in democratic governance development;
  • Election/referendum experience highly desirable;
  • Substantial program management and financial management experience;
  • A background in fundraising highly desirable
  • Strong written and oral communication skills; fluency in written and spoken English;
  • Ability to communicate skills and experience to others as a trainer and advisor;
  • Experience with conference/seminar/workshops organizing and facilitation;
  • Excellent written and oral communications skills;
  • Good interpersonal skills and a commitment to local staff development;
  • Knowledge of monitoring and evaluation techniques preferred;
  • High degree of organization and initiative;
  • Experience living and working abroad preferred;
  • Ability to adapt quickly to new cultures;
  • Knowledge of PC-based word processing and e-mail technology.
