Description:
Serves as a first-level supervisor and senior Intelligence Specialist (MilCaps) advisor on matters pertaining to day-to-day operations or management of programs. As such, exercises technical and administrative supervision over a team of specialists and ensures programs meet requirements based on a comprehensive knowledge of the full scope of intelligence laws, regulations, and policies. Comprehends Agency strategic vision and institutes effective intelligence programs that lead to efficient organizational operations. Identifies and obtains resources (i.e., staff, funds, space, and equipment) to accomplish program goals. Utilizes basic contracting knowledge to review and monitor contracts to ensure requirements are being met in a timely manner.


The incumbent serves as the chief for the Russia Strategic Forces Section (LEA-3A1) of the Russia Forces Branch (LEA-3A), Eurasia Division (LEA-3), Office of Latin America, Europe/Eurasia, and Africa Analysis, LEA, The Pentagon.
- Provides analytical supervision and direction to a team of analysts responsible for researching, analyzing, interpreting, evaluating, and interpreting extremely complex, all-source intelligence data pertaining to Russia's strategic military forces and arms control issues.
- Establishes goals, objectives, and priorities and develops plans and programs to accomplish these efforts through effective and efficient business practices.
- Determines and allocates the level and mixture of resources needed for the programs.
- Redirects resources as the emphasis of the overall program changes.
- Ensures contracted products and services are in full compliance with contract requirements and the contracts are being implemented effectively and efficiently.
- Approves complex analytical approaches to problems and situations for which data is incomplete, controversial, or for which no precedent exists.
- Recommends implementation of new technologies, procedures, and applications.
- Exercises technical and administrative supervision over a team of specialists and may oversee contracted work.
- Is responsible for the operation and management of intelligence programs.
- Establishes goals, objectives, and priorities and develops plans and programs to accomplish these efforts through effective and efficient business practices.
- Oversees the development of policy and guidance for planning and implementing program requirements and ensures proper alignment with the Agency strategic plan.
- Incumbent represents the intelligence organization in interagency forums in promoting intelligence requirements to ensure the accomplishment of overall Agency intelligence objectives and priorities.
- Ensures subordinate staff conducts activities in their areas of responsibility in accordance with current intelligence directives and issuances.
- Personally participates or oversees staff preparation and participation in briefings and meetings to provide military capabilities advice and assistance.
- Performs other duties as assigned. 

Qualifications:
You must possess 1 year of specialized experience at the level of difficulty and responsibility equivalent to the next lower qualifying band or equivalent GS/GG level, which is directly related to the position being filled. Your experience must demonstrate possession of the necessary knowledge, skills, abilities, and competencies to successfully perform the duties of the position.
