Based in Washington, DC, the program officer for Russian and Eurasian Outbound Programs administers language immersion programs for US teachers and students in Russia: in particular, the Advanced Russian Language and Area Studies Program (RLASP) the Fulbright-Hays Summer Russian Language Teachers Program, the Intensive Summer Language Institute, and the Contemporary Russia program. Responsibilities

• Serve as Russian programs advisor to applicants, participants, family members of participants, and study abroad representatives as needed;
• Maintain regular communication with program applicants and participants by phone and email;
• Write and edit program handbooks, grant reports, proposals, and promotional materials, including website content;
• Update program applications on a yearly basis;
• Process and evaluate potential participant applications for selection and financial aid committee review;
• Oversee preparation of acceptance materials for program participants;
• Coordinate visa processing for program participants;
• Organize pre-departure orientations;
• Conduct promotional visits to universities;
• With program manager, maintain regular correspondence with resident directors in the field;
• Actively participate in resident director orientations and debriefs.


Qualifications:
• Bachelor’s degree in Russian-related field or equivalent work experience; graduate degree strongly preferred;
• Excellent written and oral communication skills;
• Proficiency in Russian;
• Previous study abroad experience preferred;
• Outstanding organizational skills;
• Previous program administration experience preferred;
• Database and spreadsheet skills preferred;

Will be expected to deploy to Moscow, Russian Federation, for a 2-3 year period of time to function within American Embassy Moscow as the Russia-based direct representatives of the U.S. side of the U.S. – Russia Joint Commission on POW/MIAs

Will interface daily with Russian commissioners, their staffs, and senior officials of the Russian Government, academicians, non-governmental organizations, and media representatives.  Will be responsible for managing an office staff within the embassy, acting as a full member of the embassy's country team, conducting research in Russian archives, and carrying out research and investigative missions in the Russian Federation.

Qualifications:
Ability to read, speak and comprehend the Russian language.

Experience researching the Russian military, governmental, social and political structure.

Education may be substituted for the above specialized experience in a directly related field if you possess two years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree or above.

The TSF aims to:

  • Planning and operationalisation  of  the TSF based on regional and country specificities, needs and priority areas;
  • Promotion and marketing of the TSF Services to potential clients and country partners;
  • Oversight of the TSF budget and programme expenditure;
  • Supervision of a well designed, user friendly and well maintained data base of consultants;
  • Management and guidance of the TSF team (8 staff);
  • Ensuring the development and effective implementation of systems for assessing   and monitoring the quality of technical support services provided;
  • Planning and implementation of capacity development of country partners to manage technical assistance effectively;
  • Plan and implement effective support to Global Fund grantees;
  • Ensure collaboration with other technical support providers;
  • Responsible for meeting the reporting requirements including financial and audit.

Qualifications:
  • Demonstrated experience in developing and implementing a business plan
  • Advanced degree in a related field
  • At least 5 years of relevant experience, preferably with regional or international organisations in the area of AIDS and or development

  • Working knowledge of the Eastern European and Central Asia region
  • Good understanding of the HIV epidemic in the region

Fellowship 2010: Critical Language Scholarship (CLS) Program

The US State Department has announced the opening of the Critical Language Scholarship application for summer 2010 study.  Unlike the NSEP: Boren award, this one does not carry a government service requirement.

The Critical Language Scholarships for Intensive Summer Institutes is a program of the United States Department of State, Bureau of Educational and Cultural Affairs and is administered by the Council of American Overseas Research Centers and the American Councils for International Education. The Critical Language Scholarships Program was launched in 2006. In 2010, 575 scholarships will be available in thirteen languages, including Russian.

Critical Language Scholarships (CLS) institutes provide fully-funded group-based intensive language instruction and structured cultural enrichment experiences for seven to ten weeks for U.S. citizen undergraduate, Master’s and Ph.D. students.

Fellowship 2010: Middlebury Summer Language Fellowships

Middlebury is offering two types of full summer language fellowships for 2010: the Kathryn Davis fellowships and minority fellowships.

Kathryn Davis:

The Kathryn Davis Fellowships for Peace: Investing in the Study of Critical Languages. These 100 fellowships are made possible by a generous gift from Kathryn Davis to address today’s critical need for increased language proficiency in the United States.

For the fourth year in a row, 100 Davis Fellowships are offered to cover the full cost of summer language study from beginner to graduate levels in Arabic, Chinese, Hebrew, Japanese, Portuguese, and Russian at the Middlebury College Language Schools. Fellowship grants cover the full comprehensive fee (tuition, room, and board) at the Middlebury summer Language Schools.

The Davis Fellowships are merit-based and intended for exceptionally qualified individuals with demonstrated interest in one or more of the following areas: international, global, or area studies; international politics and economics; peace and security studies; and/or conflict resolution. Individuals in other fields, including working professionals, are also encouraged to apply if their field of expertise requires them to study one of the critical languages listed above.

Site Assistance

Are there any good designers out there?  I am looking for someone who would not mind volunteering to create a simple Russian themed/related backdrop for the site.  It would beat the plan black backdrop that currently stands!  Nothing too fancy, just an image I could use to spruce up the site.   

Also, does anyone know how I can post a calendar application on the side of the front page?  It would be of tremendous use so I can add reminders for deadline dates for these opportunities.  I have tried looking through the applications that Blogger has, but could not find one.

Finally, I am thinking of building a Facebook page so people can be alerted once I make a new posting.  Any guidance on this would be great

These workshops will allow fellows to discuss their work in an interdisciplinary setting with a number of their peers and resource faculty, as well as provide a number of training sessions explicitly geared towards advanced graduate students.

The Eurasia Dissertation Support Fellowships are intended for applicants who have completed their dissertation field research and/or data collection, who have made significant progress in outlining emergent, innovative contributions to scholarship, and who are willing to reach beyond the academic community to make their work known and accessible to a variety of publics.

Qualifications:
All applicants must be citizens or permanent residents of the United States as of December 10, 2009.

Applicants must have obtained ABD status (must have completed all requirements for the Ph.D. degree except for the dissertation) by the application submission deadline. Proposals and research must pertain to one or more of the regions and countries currently supported by the program (please see FAQ for further information). We will consider comparative projects if one or more of the countries/regions under consideration are supported by the program, and if our Selection and Oversight Committee determines that the project contributes to the field of Eurasian Studies.

Applicants must be able to attend two development workshops for fellows (dates TBD) that will be held at the beginning and after the end of the fellowship term (fall 2010 and fall 2011, respectively).

Please note: Award recipients' universities are required to make a cost-sharing contribution of not less than 10% of the award amount. The best qualified candidates will have a Ph.D. in the Social Sciences, expertise in at least one and preferably two countries of Eurasia through research, teaching or organizational work, as well as experience in planning and implementing scholarly events and related activities. Applicants must have excellent speaking and writing skills in English, in addition to high level proficiency in Russian and/or at least one additional language of Eurasia. knowledge and experience administering federal grants; familiarity with the grants.gov system and Title VIII Program for Research and Training on Eastern Europe and Eurasia (Independent States of the Former Soviet Union) is preferred.

Salary:  The program will not provide a living stipend or per diem, as fellows are expected to continue collecting their usual salary from their employers.  The program will provide visa support, office space, computing and communications facilities, research and language support, a modest budget for research and travel within Russia, and cover the cost of airfare between Russia and the United States, and housing in Mosco.

Description:
The Carnegie Moscow Global Policy Fellowship is designed to bring senior American experts from a wide range of fields important to the future of the U.S.-Russian policy agenda to spend time in Moscow. Fellows will be housed at the Carnegie Moscow Center for a period of one to three months, with opportunities to visit other relevant institutions in Moscow and elsewhere in Russia, while pursuing a policy-relevant research project.  

While in Moscow, fellows will be expected to take part in the life of the Carnegie Moscow Center, including participation in seminars, workshops and conferences, and may organize seminars and other meetings to discuss their research topics. At the end of each term, fellows will be expected to produce a brief policy paper for publication and presentation at the Center. When possible, fellows will also be encouraged to present their findings at the Carnegie Endowment in Washington, D.C.

Qualifications:
The Carnegie Moscow Global Policy Fellowships program seeks individuals with significant experience working on issues of major policy concern but who are not "Russia hands." Fellows may be policymakers, whether in or out of government; policy experts; legislative staff, scientists and technologists; lawyers; businessmen and others. Any field of global policy relevance is eligible, but applications will be particularly welcomed that deal with issues of emerging relevance to the bilateral agenda, including climate change, energy efficiency and sustainable development. Preference will be given to applications that fall outside the Carnegie Endowment's core research areas (for these, see http://www.carnegie.ru/en/ and http://www.carnegieendowment.org).

While there is no specific tenure requirement, applicants should be able to demonstrate a strong track-record in their fields and an ability to influence the relevant policy discussions upon their return from Moscow. Knowledge of Russian or prior experience in Russia is not required. Fellows will be expected to remain employed at their U.S. organizations throughout their term in Moscow.

RESPONSIBILITIES & DUTIES
1.    Support for field operations and program implementation
  •  Assume NIS Program Manager (PM) responsibilities as requested when PM is out of office, including updating Senior Staff as requested.
  • Maintain contact with field offices in Russia and Ukraine; provide research, logistical and other support to the field as needed. 
  • Conduct background research on health (systems, statistical and intervention) data and information relevant to active programs in regions, for program use, potential publications, and for program decision making; summarize/disseminate as requested by Program Manager(s) and/or field staff.
  • Assist in elements of program implementation, such as development of training programs, interventions, communication products, or other project deliverables.
2.    Support for new project development and proposal writing

3.    Support for project monitoring and reporting

  • Assist in writing, revising, and editing donor reports and presentations as needed, including preparing first drafts of reports based on project documentation.
  • Proactively solicit information from the field as needed for ongoing or specific reports.
  • Collect, organize and track utilization and other data from projects for use in reporting and monitoring, including periodic board reports and national program statistics.
4.    Administrative support
  • Draft and track purchase requests, letters of agreement, and other project and administrative documentation.
  • Review advance funds requests from the field for accuracy and conformance to planned and/or budgeted activities, and solicit feedback.  Present corrected advance requests to PM for final approval in a timely manner.  Review, process, and track invoices and expense reports from the field or consultants/volunteers.  Prepare or assist in the preparation and review of financial reports for funders.
  • Prepare scopes of work and contract agreements for consultants and volunteers as needed, serving as a point person with Human Resources on these processes.  Assist in recruiting and preparation of short-term consultants and volunteers who are in the field or in the US, providing ongoing support.  Maintain regular contact with short-term consultants and volunteers in the field and for post-trip evaluation.
  • Coordinate travel arrangements, including reservations, visas, advances, insurance, etc., for PM, field staff, volunteers, donors and consultants as requested and in a timely manner. 
  • Support field staff with grant compliance issues and administrative services related to shipping, banking, insurance, procurement, as requested by PM.
  • Update and maintain program materials for outgoing staff/volunteers/consultants (program descriptions, briefing notes, security protocols and other documents as needed/requested).
  • Maintain program files and fulfill occasional administrative tasks as assigned.
5.    Internal and external outreach and correspondence
  • Coordinate correspondence and communication with field offices and donors as advised by the Program Manager.
  • Forward news and information to other departments for website, newsletter, annual report.
  • Address needs of communications department and assist in writing program updates and articles, as they relate to designated program area(s) and/or region(s) and in the absence of the PM.
  • Assist in writing, revising, and editing press and web pieces as needed.
  • Attend or participate in conferences, meetings or workshops as a HealthRight International representative as requested, including preparation of reports, posters, and other presentations on HealthRight International projects.
6.    Miscellaneous
  • Participate in recruitment efforts for new volunteers/staff/consultants and orientation, debriefing of same, as requested.
  • Other duties as assigned by Program Manager or other senior staff.

Qualifications:

The Individual Advanced Research Opportunities Program (IARO) provides students, scholars and professionals with support to perform policy relevant field research, in the countries of Eastern Europe and Eurasia. In addition to engaging in research in the region, the IARO fellowship affords scholars the opportunity to increase their understanding of critical, policy relevant issues, develop and sustain international networks, and collaborate with foreign scholars on topics vital to both the academic and policy-making communities.


Applicants to the IARO program can apply to do research in up to three countries for up to nine months. As part of the IARO fellowship, participants are provided with visa assistance, international roundtrip transportation, a monthly allowance for housing and living expenses, as well as emergency evacuation insurance. IARO fellows also have access to resources available in any of IREX’s 25 field offices.

My Note: IREX is a fantastic opportunity for people looking to do field work in Russia or the near abroad.  I was an IREX scholar years ago and highly recommend it.   Everyone in the organization, from the program officers, in-country staff, to the logistics officials were very friendly and efficient.  They award 20 grants for the masters level category yearly.  I am not sure the amount for the other two categories.  My advice is to be sure your research proposal is solid.  Also have contingency plans if possible.  They are not looking for an astrophysics level proposal.  They just want to ensure you know your reasons for wanting to conduct research, and that you know how to handle unforeseen circumstances.  Good luck :)

  • Serve as an analyst within the Joint Commission Support Directorate and perform a full range of research, analysis and production tasks necessary to determine the facts with respect to missing American servicemen missing as a result of World War II, the Cold War, the Korean War, and the Vietnam War.   
  • Advise the membership of the U.S.-Russia Joint Commission on POW/MIAs by designing and undertaking research initiatives.
  • Seek to ascertain the facts regarding the capture, confinement, repatriation, or other disposition of mission-in-action American servicemen.
  • Establish and maintain close working relationships with regional and functional specialists from the departments of Defense and State, the intelligence community, and the National Archives, among others.

  • Will be expected to deploy to Moscow, Russian Federation, for a 2-3 year period of time to function within American Embassy Moscow as the Russia-based direct representatives of the U.S. side of the U.S. – Russia Joint Commission on POW/MIAs
  • Will interface daily with Russian commissioners, their staffs, and senior officials of the Russian Government, academicians, non-governmental organizations, and media representatives.  Will be responsible for managing an office staff within the embassy, acting as a full member of the embassy's country team, conducting research in Russian archives, and carrying out research and investigative missions in the Russian Federation.

  •  Ability to read, speak and comprehend the Russian language.

You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or pay band that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position shown above.   • Experience researching the Russian military, governmental, social and political structure.
