Description:
IREX seeks a Program Director to launch and direct a possible program to combat xenophobia among youth in Russia. The Project Director will have overall responsibility for meeting program objectives, managing staff, coordinating with partner organizations, and financial oversight. This position will be based full-time in one of the potential target regions of Russia (Krasnodarski Krai, Volgograd, Rostov, Stavropolski Krai, Chechnya, Dagestan, Ingushetia, Kabardino-Balkaria, or Karachaevo-Cherkessia). The position is contingent on funding.

RESPONSIBILITIES AND DUTIES
* Provide vision and strategic direction for the program
* Develop and maintain effective partnerships with local youth civil society organizations in target regions
* Serve as primary liaison with donor(s)
* Oversee recruitment of participants and trainers and organize youth events
* Develop and oversee small grants program
* Recruit, manage, and mentor project staff
* Coordinate with home office
* Oversee project budgeting and ensure budget discipline
* Oversee monitoring, evaluation, and reporting on program activities

Qualifications:
* Five or more years of experience working on combating xenophobia and building tolerance in one or more of the target regions required
* Extensive experience working with youth required
* Extensive experience managing small grants required
* Excellent understanding of dynamics among ethnic groups in target regions required
* Strong ability to navigate complex cross-cultural relations required, including excellent communication and negotiation skills
* Experience managing USG-funded programs required
* Demonstrated ability to lead and develop staff, manage budgets and plan strategically and creatively to meet specified objectives
* Strong representational and organizational skills required
* Fluency in Russian and ability to function professionally and effectively in verbal and written English required; knowledge of other languages spoken in target regions preferred
