Description:
With funding from UNAIDS, the consortium will establish and manage a Technical Support Facility (TSF) for Eastern Europe and Central Asia (TSF EECA).


The TSF will collaborate with country and regional partners (governmental and non-governmental organisations) in the provision of high quality, technical assistance through specialised consultancies that support the scaling up of national HIV programmes in Eastern Europe and Central Asia.
The TSF aims to:
  • Provide competitively priced, quality assured short term technical assistance;
  • Strengthen the capacity of country partners to manage technical assistance effectively;
  • Assist in the professional development of national and regional consultants, and;
  • Encourage a harmonised and collaborative approach to the delivery of technical assistance in support of country partner-owned and partner-led action plans.
The TSF EECA Director will be responsible for the overall management of the TSF.
Key responsibilities will include:
  • Planning and operationalisation  of  the TSF based on regional and country specificities, needs and priority areas;
  • Promotion and marketing of the TSF Services to potential clients and country partners;
  • Oversight of the TSF budget and programme expenditure;
  • Supervision of a well designed, user friendly and well maintained data base of consultants;
  • Management and guidance of the TSF team (8 staff);
  • Ensuring the development and effective implementation of systems for assessing   and monitoring the quality of technical support services provided;
  • Planning and implementation of capacity development of country partners to manage technical assistance effectively;
  • Plan and implement effective support to Global Fund grantees;
  • Ensure collaboration with other technical support providers;
  • Responsible for meeting the reporting requirements including financial and audit.

Qualifications:
  • Demonstrated experience in developing and implementing a business plan
  • Advanced degree in a related field
  • At least 5 years of relevant experience, preferably with regional or international organisations in the area of AIDS and or development
  • Extensive management experience
  • Working knowledge of the Eastern European and Central Asia region
  • Good understanding of the HIV epidemic in the region
  • Established contacts and networking in the region
  • Experience and understanding of consultancy management and marketing
  • Excellent interpersonal and negotiation skills and the ability to lead a team.
The position of TSF Director will initially be offered for a two year period, subject to review and availability of funds. Salary is negotiable depending on experience and qualifications.
