Description: 
This position is located in the Office of Opinion Research, Bureau of Intelligence and Research (INR/OPN).  The incumbent is responsible for designing and implementing public opinion polls in Russia on political, economic, and social issues.  Duties include designing questionnaires, evaluating contractor capabilities, analyzing data using SPSS software, and presenting findings to senior State Department leaders and other top foreign policy officials in written and oral form.


Qualifications:
Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.  Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook.


BASIC REQUIREMENTS:

Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

For the GS-11 level:
IN ADDITION to meeting one of the basic entry qualifications requirements listed above, applicants applying for the GS-11 MUST also meet one of the requirements listed below:

Have at least 1 year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  This experience must be related to the work of the position and equivalent to at least the GS-09 level in the Federal service. Qualifying specialized experience must demonstrate the following:

Experience with methods and techniques of public opinion polling;

Experience working with public opinion surveys, including (1)writing survey questions; (2) evaluating public opinion survey samples:  who was interviewed and how they were selected; (3)analyzing the quality of data, i.e., what and how questions were asked;

Experience which demonstrates knowledge of the politics, economics and society of Russia, knowledge of U.S. policy initiatives and priorities with respect to Russia, and the ability to apply this knowledge to the analysis and reporting of public opinion data; and

Experience statistically analyzing public opinion data, drawing appropriate conclusions and writing reports based on public opinion data.
