IREX seeks applicants for the position of Media and Civil Society Specialist to support a program in Georgia designed in part to increase participation of civil society in developing local policy options. This task will increase civil society’s participation in local governments’ decision-making processes, and will facilitate dialogue between government and non-governmental actors.  The task will promote civil society participation techniques with the targeted municipalities.  The purpose is to regularize civil society participation techniques already in use, or develop for adoption new mechanisms of civil society participation.  This task will facilitate adoption of participatory strategic planning committees, public hearings, public meetings to discuss city priorities, public auditing mechanisms, and creating additional channels and strengthening existing avenues of communication and information between local governments and civil society. 

The Specialist will also oversee a portfolio of programs to better use regional television media outlets to increase citizen awareness of municipal matters. This task will increase transparency of targeted municipalities’ management and decision-making through promoting the widest possible audience of local government matters.  The contractor will enhance media and municipality communication techniques already in use.  This task will closely work with USAID’s media assistance program. 

Qualifications:
College or university degree, with professional experience as a working journalist, editor or media manager, TV experience preferred; 

Experience in organizational development of CSOs;

Relevant professional experience working on  journalism and CSO programs in Europe and Eurasia countries, with a demonstrated understanding of the issues surrounding CSO and media development;

Experience working with donors/host governments on development programs;

Demonstrated ability to effectively work with a diverse team of employees, including expatriate and local staff;

Strong interpersonal skills, demonstrated ability to create and maintain effective working relationships with partners, constituents, CSOs, academia, legislators, government officials, donors, as well as in-country and foreign experts;

Fluency in English required.
