Description:
IREX seeks a qualified professional to fill the position of Deputy Director for Communications for the Bibliomist / Global Libraries Ukraine Program. The position will be based in Kyiv, Ukraine with frequent travel throughout the country. The position requires managerial experience supervising staff and reporting for international assistance programs. IREX seeks a candidate with knowledge of using technology as an educational and community development tool and significant experience generating media interest and coverage of such programs.

Qualifications:
Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to meet deadlines and work in stressful situations, and willing to travel within Ukraine. Other specific qualifications should include at a minimum:
Experience managing program staff and coordinating and overseeing reporting for grant-making programs;
Demonstrated experience designing and conducting effective publicity campaigns that involve multiple stakeholders
Demonstrated experience in conducting successful relations with government and private sector partners
Must be a team player, foster an environment of teamwork, and demonstrate a sense of responsibility and sensitivity in dealing with diverse international staff;
Advanced knowledge of relevant computer applications, including MS Publisher, Adobe Acrobat and Photoshop or similar, and online collaborative tools;
Higher education in Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science, or other related field;
Creative and strategic thinker with the ability to transform ideas into compelling strategies, messages and tools;
Ability to effectively work under tight deadlines and manage projects independently;
Strong organizational skills and keen attention to detail, with ability to handle multiple tasks and interact with multiple stakeholders.
Excellent oral and written communication skills including the ability to write clearly for a wide range of formats including publications, the web, broadcast and printed media, speeches and presentations;
International development industry experience preferred, including proven success creating and communicating content with respect and sensitivity with diverse ethnic and cultural groups and familiarity with USAID branding and marking guidelines.
Excellent written and spoken language skills in English and Russian; Ukrainian preferred.
