Description:
The National Nuclear Security Administration (NNSA) is responsible
for carrying out the national nuclear security responsibilities of
the Department of Energy, including maintenance of a safe, secure
and reliable stockpile of nuclear weapons and associated materials
capabilities and technologies; promotion of international nuclear
safety and nonproliferation; and administration and management of
the naval nuclear propulsion program.
- Supporting DOE/NNSA program managers in the execution of the Office of Nonproliferation & International Security (NIS) and the Office of Global Threat Reduction (GTRI) activities in Russia.
- Supporting the Executive Director of the DOE Moscow Office at the U.S. Embassy in Moscow on coordination of DOE/NNSA and the U.S. Government's missions, policies, and programs in Russia, with particular focus on NIS and GTRI programs.
- Provides in-country support, advice, and guidance for the implementation of DOE/NNSA programs and in establishing and maintaining contacts and conducting negotiations with foreign counter-parts and briefing high-level officials.
- Works with Rosatom and Russian laboratory and/or site officials to review progress on nonproliferation projects.
- Advises DOE/NNSA officials on the feasibility and desirability of new proposals for nonproliferation projects; and facilitates Joint Coordinating Committee and Steering Committee meetings.
- Working level knowledge of Russian language and culture is desired for this position.

Basic Qualifications:

restrictions,specialized experience, time after competitive

Time
in grade/time in band:
For NQ-03 One year equivalent to the
GS-12 level (NQ-02 for NNSA Demonstration Project employees) or a
combination of GS-12 and NQ-02level experience in the Federal
service is required.
SPECIALIZED EXPERIENCE:
In
addition to meeting the the basic qualifications statement, one year of
specialized experience at or equivalent to the GS-12 level (NQ-02 for
NNSA Demonstration Project employees) or a combination of GS-12 and
NQ-02 level in the Federal service is required. In order to be
qualifying, the specialized experience must clearly demonstrate the
application of foreign affairs and policy, energy security, nuclear
security and working with foreign governments and/or U.S. Embassy
personnel.
