Description:
Help start up the new program in Kyrgyzstan
Serve as a member of
the senior management staff and participate in the overall
leadership
and management of the IMC Kyrgyzstan program.
Is responsible
for administrative and financial management to ensure compliance with
IMC
and donor regulations and procedures; establishing finance and
supporting function
policies, systems and procedures, and directing
or performing their development,
documentation, and implementation.
Is responsible for ensuring the day-to-day accounting operations and
financial
management functions in field offices are performed in
accordance with IMC policy and
procedures and donor requirements;
Review the accounting and reporting of all expenditures and procurement
transactions to
ensure adequate supporting documentation, accuracy
of amounts/dates, and control over
payments; and compliance with all
applicable local laws and donor rules/regulations.
Oversee
training of finance staff and provide technical support to country
program and
logistics;
Assist and/or prepare budgets;
exposure/shortfall analysis, program financial reports,
program
pipelines, and other relevant financial analysis reports;
Present
& facilitate review of actual to budget expenditures with Country
Director,
Project Coordinator, and District Supervisors;
Provide
recommendations for budget realignments as required; Make frequent
visits to
field offices provide training to finance staff on IMC and
donor procedures and
requirements.
Will supervise the
day-to-day administrative and human resource functions in field
offices
to ensure their smooth and effective operations; Oversee staff
contracts, leave
records and associated HR requirements.
Qualifications:
• Bachelors degree in Accounting or Business Administration;
•
Minimum 3 years managerial experience in a non-profit organization,
or
equivalent experience, training and education;
• Recognized
professional certificate in accounting such as CPA, or a Masters degree
in
Accounting, preferred;
• Extensive experience in the
administrative and financial management of overseas programs
at the
management level. Three years of experience required, of which 1 year
should be of
developing country experience or resource deprived
environment;
• Extensive experience in working with computerized
accounting systems, preferably
ACCPAC, and proficiency with standard
computer software (especially Microsoft Word,
Excel and PowerPoint)
and electronic communication..
