Description:
Save the Children views livelihoods interventions as a crucial component of its emergency response strategy. Providing livelihoods safety nets in the form of food, in-kind and/or cash transfers, assisting households to recover assets, increasing household purchasing power, and reviving affected markets are all typical Save the Children programmes aimed to decrease the vulnerability of families and children during a crisis.  The livelihoods advisor is responsible for ensuring that quality livelihoods programmes are in place in Kyrgyzstan following the civil conflict.  Responsibilities include:
  • To lead or support livelihoods assessments, especially rapid assessments and situation analysis based on interagency frameworks.
  • To design and seek funding for appropriate emergency livelihoods interventions based on assessed needs.
  • To include in programme design appropriate means of reaching and positioning the most vulnerable children and families for recovery through such interventions.
  • To carry out day-to-day management and monitoring of livelihoods interventions, including recruitment, staff management and capacity-building, development of work plans, grant management and reporting.
  • To carry out relevant advocacy, coordination and external representation activities with other NGOs, UN agencies, donors and national governments
  • To support evaluations of livelihoods programming in responses
  • To train key national staff in specific livelihoods competencies

Qualifications:
  • At least 3-5 years of international experience in emergency food security and livelihoods response and recovery program assessment, management, design and evaluation and/or technical training and support;
  • Advanced degree in a discipline relevant to food security and livelihoods (such as economics, agronomy, nutrition, rural development, anthropology or geography)
  • Experience in writing reports and other project documents.
  • Experience representing organizations externally.
  • Experience working in highly dynamic situations. 
  • Experience preparing successful funding proposals for donors, specifically US Government and European donors.
  • Experience deploying in emergencies and organizing and leading field teams and coordinating with various departments at the field level.
    • Understand food security, risk reduction, emergency response, and livelihoods concepts
    • Excellent skills in monitoring implementation of program activities.
    • Skills in logistical planning and financial management.
    • Skilled with livelihoods and food security program assessment and design
    • Experience in designing and implementing appropriate and effective safety nets, including cash and/or food transfer programming, a plus.
    • Knowledge of proposal development process
    • Knowledge in designing, implementing and monitoring  of food security and livelihoods assessments and monitoring in the design of interventions
    • Ability and willingness to travel extensively to the field (up to 60% of the time), and to work independently even in harsh environments, sometimes under difficult and occasionally insecure circumstances and often at short notice.
    • Ability to manage and be a part of teams (multi-cultural, multi-disciplinary and inter-agency).
    • Skilled in experiential training;
    • Ability to work under tight deadlines, manage multiple tasks simultaneously,
    • Computer literate
  • Russian language skills preferred.
