The National Democratic Institute for
International Affairs (NDI) seeks to hire a Program Manager or Senior
Program Manager to support NDI’s democratic development programs in
Eurasia. Based in Washington, DC with occasional travel to the region,
the Program or Senior Program Manager will be responsible for managing,
under the direction of the Eurasia Regional Director, the Institute’s
programs in Central Asia (Kazakhstan, Kyrgyzstan, and Uzbekistan) and
Turkey, and other countries as assigned. Responsibilities include:
demonstrating leadership in and accountability for achieving team-wide
goals and objectives; planning, designing, monitoring and evaluating
programs in collaboration with team members; overseeing program budgets,
reports and proposals; supervising more junior staff; and exercising
representational and liaison responsibilities with high-level members of
the Washington community. This position is available immediately.
Required Skills
- Under direction of Eurasia Regional Director, supervises NDI day-to-day operations in four country offices;
- Contributes to design, management and implementation of broader regional goals and objectives in cooperation with the Regional Director and other team senior managers;
- Leads the processes of planning, design and evaluation of NDI’s programs for the assigned countries in collaboration with field staff, local partners, and in-house and external experts;
- Serve as primary editor and producer of proposals for donors, drafts and/or edits program reports for timely submission to DC colleagues and donors;
- Supervises, manages and helps to develop skills of staff working on the assigned sub regional countries;
- Maintains collaborative relationships with international democratic development organizations, civic and political party partners, and relevant U.S.-based officials;
- Monitors and analyzes political events for assigned countries;
- Ensures effective communication and collaboration between NDI field- and DC-based staff on all aspects of program implementation;
- Serves as NDI representative at local and international events and meetings and both initiates and assists with NDI’s public outreach;
- Exercises financial oversight on existing projects and seeks new opportunities for program funding;
- Travels to the region to assess political developments and new opportunities to provide technical assistance, and/or to evaluate current programs.
- Bachelor’s Degree, preferably in International Relations or related subject; graduate degree required;
- Minimum of 8 (eight) years for a Program Manager or a minimum of 10 (ten) years for a Senior Program Manager of relevant work experience in international development, community organizing, political campaigns, organizational development, legislative affairs;
- Conceptual, analytical and management skills to anticipate, interpret and respond effectively to complex operational and strategic issues;
- Excellent interpersonal skills to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policymakers;
- Exceptional written and oral communications skills;
- English fluency required and competency in Russian or other Eurasian language(s) preferred;
- Competency in one or more NDI functional program areas, including political party strengthening, civil society development, women’s participation, governance and legislative strengthening, and/or election monitoring;
- In-depth knowledge of the region’s political environment;
- Experience in program design and proposal development;
- Ability to manage, lead, and motivate staff;
- Working knowledge of PC-based word processing and spreadsheet applications; and
- Ability and willingness to travel to regional locations, which are often remote and difficult to reach;
- Living or working experience outside the U.S. (particularly in the former Soviet Union and/or Turkey) and the ability to work in challenging environments are highly desirable.
