Title: Evaluation Officer

Description:
Under the supervision of the Director of
Programs, the Evaluation Officer is responsible for providing evaluation
guidance to the EF Network, building the program design capacity of the
EF partner foundations and drafting monitoring and evaluation sections
of proposals to donors. The Evaluation Officer also assists in
conducting regular assessments of the partner foundations’ institutional
development.
Evaluation
·
Review
EF Network fundraising proposals from the design and evaluation
perspective and contribute to the development of M&E sections of
those proposals.
·
Provide
evaluation and program design guidance as needed to EFN evaluation
staff.
·
Collaborate
with EF Network staff in designing evaluation methodologies, developing
scopes of work for program evaluations, and reviewing proposals from
potential evaluation consultants.
·
Facilitate
the outsourcing of evaluation services.
·
Provide
training to EF Network staff in results-based management, evaluation
theory and practical application.
·
Coordinate
with the communications staff in disseminating evaluation findings and
recommendations.
·
Support
data collection and data analysis by EF and partner foundations;
support improvements and modification of databases and systems used in
data collection and analysis across the Network.
·
Keep
up with evaluation trends and professional debate in evaluation.
·
Under
the direction of the Director of Programs, assist with carrying out
institutional development assessments of EF partner foundations.
Program Management
·
Serve as point of contact for donor awards.
·
Review donor reports, coordinate their submission and ensure
compliance with donor requirements.
·
Serve as liaison between partner foundations and donors, review
and ensure proper financial and programmatic progress, undertake
corrective actions as necessary.

Work with Senior Grants Officer and the finance staff to
draft sub-agreements and track and review program spending on non-core
awards.
Qualifications:
Education – Bachelors degree(s) in public
policy, business or economics, or social sciences and at least 5 years
of relevant experience, or an equivalent combination of education and
experience. Master’s degree in related field a plus.
Experience - Strong analytical skills; knowledge
of qualitative and quantitative research methods; demonstrated
experience in performance and impact evaluations of projects; excellent
writing skills.
Other - A team player with the ability to work in
a fast-paced environment; ability to take initiative and handle a
variety of activities concurrently; fluency in Russian language desired;
international travel required.
