Description:

IREX seeks a program officer for its Education Program Division for international research support and higher education programs.

Qualifications:
Candidates need a minimum 3-5 years progressive management experience in the following areas:
*Developing and managing international research support and higher education programs; *Working with the US and Eurasian higher education community, including administrators, faculty and scholars;
*Knowledge of higher education management issues in Eurasia and Africa;
*Developing and writing proposals and designing international development projects;
*Managing donor relations and grant agreements, specifically with US Department of State and/or US Agency for International Development;
*Designing and implementing monitoring and evaluation plans and analyzing data;
*Developing, monitoring and projecting budgets per program design and implementation, preferably in Excel;
*Managing multiple staff and proven supervisory skills;
*Strong business writing skills;
*Proven cross-cultural communication skills; and *International work or study experience in Eastern Europe and/or Eurasia.
