Description:
The National Democratic Institute for International Affairs (NDI) seeks to hire a Resident Director for its office in Kyiv, Ukraine.  Primary responsibilities include design and implementation of assistance programs for Ukrainian political parties;  representing NDI to officials from host and U.S. governments as well as local and international nongovernmental organizations; overall management of NDI’s multinational office in Kyiv; and coordination with NDI-Washington.  The position is based in Kyiv and will require travel within Ukraine and other parts of the region.

Qualifications:
Required Skills
  • Oversee the design and implementation of training programs and consultations for political parties;
  • Conduct trainings and consultations with senior civic and party leaders;
  • Coordinate day-to-day management and oversight of local and expatriate staff in Kyiv office;
  • Ensure programmatic goals are achieved and operational and reporting requirements are adhered to;
  • Maintain relationships with key partners in government and the donor community;
  • Draft and submit weekly field reports that monitor and measure program results and political developments
  • Liaise regularly with NDI/Washington regarding all aspects of program development and implementation.
Required Experience
  • A bachelor’s degree in a field of study related to political science, international affairs or public policy;
  • Minimum twelve (12) years substantive political experience, including working for local, state or national party headquarters, electoral campaigns and/or politically active nongovernmental organizations.   Familiarity with all aspects of democratic political party functions, operations and management is a must.  Particular experience in local/regional party development and leadership development is highly desirable, as is familiarty with design and applications of survey research.
  • Demonstrated ability to work effectively with senior political and civic leaders as well as representatives of the donor and diplomatic communities;
  • Ability to communicate skills and experience to others as a trainer advisor and consultant;
  • Strong written and oral communication skills in English;
  • Demonstrable effectiveness in program, financial and personnel management;
  • Experience in living and working overseas and an ability to work in a challenging environment is highly desirable, as is previous experience in former Soviet/Eastern bloc countries.
This position requires a one-year commitment (contingent on USAID funding) and is available immediately.
