Description:
The Project Advisor will be responsible for providing overall functional and technical assistance to the HOP. This includes, but is not limited to:
--Provide a leadership role in all operational and financial aspects of the program
--In collaboration with the Project Director and Director of Finance, ensure sound financial management of the HOP, including programmatic budgeting, quarterly spending projections, monthly spending reviews, and monitoring of payments
--In collaboration with the Project Director, effectively collaborate with all key stakeholders throughout the project life
--Ensure all donor and PSI reporting requirements are fulfilled in a timely and high quality manner
--Provide guidance and mentoring to host country national staff on the effective monitoring and evaluation of the program; provide guidance and mentoring as they develop BCC materials and outreach activities, which are evidence-based and respond to the needs of the program
--Assist with the development of HOP strategic work plans with clear objectives and achievement benchmarks and detailed implementation plans
--Lead the preparation of annual research, communications and marketing plans for all program areas
--Work closely with the HOP Technical Deputy Project Director and Country Coordinators to transfer key technical, functional and managerial skills through mentoring and coaching
--Manage all HOP related procurement in coordination with PSI's Procurement Department in Washington, DC
--Provide technical support on the development of new initiatives, including proposal development
Qualifications:
--Masters in Business Administration, Public Affairs, International Relations, Public Health or related discipline including at least 3 yrs of relevant work experience
--Experience to include working with cross-cultural teams, preferably in the Central Asia Region
--Experience may be considered in lieu of stated qualifications
--Proven and tested management, marketing, research and/or BCC work experience in an international development context
--Proven and tested capacity building skills leading to the long-term professional development of team members
--Proven and tested experience developing and effectively managing government, other stakeholder and partner relationships
--Strong knowledge of international development and HIV/AIDS and TB issues, preferably in the Central Asia Region
--Familiarity with USAID reporting requirements
--Excellent diplomatic, presentation, interpersonal and oral/written communication skills
--Fluency in English required, Russian proficiency preferred
