Description:
PSI seeks qualified, results-driven candidates for a Program Advisor position in Russia under an anticipated five year USAID-funded HIV prevention project for at-risk populations, with an emphasis on injecting drug users (IDU). This individual will provide technical assistance and strategic guidance/support to the Country Representative/Chief of Party (CR/COP - the Chief of Party role will be combined with the PSI/Russia Country Representative) and program team of the new project. Specifically, the Program Advisor will provide support in the development of behavior change communications (BCC), research methodologies and overall program management. The Program Advisor will also provide key management support to the CR/COP for operational issues related to the project, such as budget and financial management and contractual compliance. The Program Advisor will ensure the project successes are effectively promoted to an external audience by developing and implementing a communications plan, developing success stories, updating the project website and ensuring high quality periodic reporting in-line with USAID, other donor and PSI requirements. This individual will work closely with the new project team, as well as non-USAID funded program teams, to transfer key managerial skills through mentoring and coaching, as well as global best practices and tools from the broader PSI community. This full-time position is based in Moscow, Russia and will report to the CR/COP.
Qualifications:
- Masters in Business Administration, Public Affairs, International Relations, Public Health or related discipline preferred including at least 3 yrs of relevant work experience
- Experience to include working with cross-cultural teams, preferably in the Russian Federation
- Proven and tested management, marketing, research and/or BCC work experience in an international development context
- Strong knowledge of international development, HIV/AIDS and drug demand reduction projects issues, preferably in the Russian Federation
- Proven experience developing and advocating with government, donors, other stakeholders and partners
- Proven and tested capacity building skills leading to the long-term professional development of team members
- Familiarity with USAID reporting requirements and USAID Rules and Regulations
- Excellent diplomatic, presentation, interpersonal and oral/written communication skills
- Fluency in English required, Russian proficiency preferred
