Description:
The Program Manager is responsible for all aspects of program implementation.  S/he leads the team to implement the action plan and the monitoring and evaluation plan. The Program Manager is the primary representative of the Kyrgyzstan Emergency Food Assistance program during donor visits, coordination meetings and with community and government partners. S/he is responsible for all reporting and management of all administrative, financial and programmatic aspects of the program.

Strategy and Vision
  • Provide leadership & foster a collaborative working environment for the successful implementation of the EFA program.

Technical Management
  • Strong knowledge in mechanisms of cash transfers and how it can relate to food security
  • Coordinate with project staff to ensure smooth management, planning, preparation, implementation, joint monitoring and evaluation of program activities and achievements.
  • Monitor the progress made towards meeting programs objectives and personal performance.
  • Ensure that the work plan is synergetic with partner’s local capacity building.
  • Manage partnerships with local NGOs partners and ensure proper program operations.
  • In close collaboration with Mercy Corps Kyrgyzstan’s Logistics/Procurement Department, monitor the purchase of local food stocks, distribution and inventory control of food stocks.
  • Supervise the process of establishing a cash transfer for food security system
  • Organize nutritional & market studies with consultants internal and external to Mercy Corps.
  • Supervise monitoring and evaluation to ensure program quality.
  • Provide regular written project reports on project progress and program evaluation.
  • Collaborate with Mercy Corps Kyrgyzstan leadership on desired improvements & meeting organizational needs.
  • Collaborate with Mercy Corps Kyrgyzstan administrative, logistic and financial personnel.
  • Regularly monitor and analyze budget expenditures. 
  • Other duties as assigned and needed inherent to the position.

Team Management
  • Supervise and lead the team by promoting accountability, communicating expectations and providing constructive feedback via performance reviews.
  • Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
  • Provide team members with information & tools to improve their performance and reach objectives.

Representation 
  • Establish and maintain positive relationships with local authorities, government technical services, communities, local and international NGOs; staying informed of current and planned activities, specific problems encountered and partnership opportunities.
  • Represent Mercy Corps professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian and development missions.
Qualifications:
  • Strong background in emergency response and at least five years of management experience.
  • Solid capacity and experience with community mobilization tools.
  • At least 3 years experience managing cash transfer, cash for work, or similar program
  • Knowledge and familiarity with Kyrgyzstan
  • Skill in planning, budget monitoring and report writing.
  • Supervisory and coaching experience and demonstrated history of maintaining good relationships with partners.
  • Capacity to make recommendations for program improvements and innovations.
  • Strong administrative, organizational and computer skills.
  • BA/S and MA in a relevant field such as economics, social sciences, management, etc.
  • Strong understanding of donor regulations and familiarity with USAID is preferred.
  • Fluency in English required, Russian highly desired.
