You will serve as a Country Manager in the Office of Second Line of Defense (SLD)-NA-256, which supports Former Soviet Union (FSU) states and other nations committed to the control of nuclear material movement through their international crossing points. The program supports work in Russia, Ukraine, and Kazakhstan, as well as approximately 70 additional countries in the Former Soviet Union, Eastern Europe, the Caucuses and Central Asia which enhances host nations' ability to detect, deter, and interdict the illicit trafficking in nuclear and other radioactive materials.

In the performance of your duties, you will be responsible for;

-Keeping abreast of changes pertaining to the SLD program goals, objectives, and criteria.

-Provide authoritative advice, guidance, and recommendations on the SLD program in the short and long term.

-Provide briefings in formal and informal settings.

-Provide input, as requested, on policy and program management recommendations to the ADA, NA-25 and other managers on implementation of SLD projects.

-Develop, negotiate, and oversee bilateral agreements with several host nation government agencies and technical institutes.

-Coordinate, manage and oversee tasks, events, and activities related to the deployment process; and strategic planning, budget development, and program reviews.

-Work closely with other U.S. Government offices involved in international and domestic nuclear border and security programs.

You are required to have access to highly classified/restricted data documents and/or materials, thus demanding the highest degree of public trust and therefore requiring the incumbent to obtain and maintain a DOE "Q" security clearance. You will be expected to travel, both domestically and overseas approximately 25%.

Qualifications:
A. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology,
geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

B. Combination of education and experience courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or
additional education.

The Monitoring and Evaluation Manager supports HealthRight International’s Ukraine team. This position has substantial potential for growth. The Manager’s key responsibilities will be to develop monitoring and evaluation, outreach and communication processes, and to develop the capacity of HealthRight’s projects in Ukraine. The Monitoring and Evaluation Manger will work closely with the Country Director and other members of the Ukraine team. The successful candidate must be very familiar with Ukraine’s HIV/AIDS epidemic, marginalized populations, and issues affecting women, and will be expected to communicate with partner organizations regarding the monitoring and evaluation of HealthRight’s projects. The Monitoring and Evaluation Manger will also work with HealthRight’s local partners to build their monitoring, evaluation and communications capacity and to collect anecdotal examples of program impact and ensure that these are incorporated into reports.

RESPONSIBILITIES and DUTIES:

  • Work closely with the Country Director and HealthRight team to lead the assessment of project activities.
  • Create monitoring and evaluation structure and plan, and ensure that the plan is well designed adequately implemented and that results are distributed appropriately.
  • Assist with reporting, including preparing analyses, and identifying illustrative examples of program impact during monitoring visits.
  • Manage the routine and systematic collection of data from partners in accordance with agreements. 
  • Ensure timely responses to specific internal and external requests for monitoring and evaluation results.
  • Maintain strong communication with partners to identify exemplary program successes, and work with partners to capture those examples in success stories, with an emphasis on collecting individual stories of impact and success.
  • Learn, capture and disseminate information about changes, new standards and developments in HealthRight’s work to partners.
  • Contribute to the HealthRight management team’s representational efforts by assisting with donor briefings and field visits.
  • Liaise with HealthRight headquarters to ensure strong communication and coordination across the organization.
  • Other tasks as assigned by the Country Director.

Qualifications:
  • 3+ years of experience working in international organizations in the area of HIV, marginalized populations, and women’s issues 
  • Experience in project level monitoring and evaluation data gathering and analysis
  • Excellent communication skills: speaking, writing and listening
  • Report writing experience and excellent writing skills
  • Proven ability to prioritize and handle multiple, on-going assignments
  • Creativity, innovation and teamwork skills
  • Fluency in Ukrainian, Russian and English

Resident Director - Russian Federation

The National Democratic Institute for International Affairs (NDI) seeks a Resident Director to design and implement democracy assistance programs in the Russian Federation.  Particular focus is on strengthening the civic and political organizing capacities of Russian leaders in a wide range of Russian partner organizations and outreach with Russian governmental and non-governmental leaders.  This position will be based in Moscow and requires travel throughout the country.

This position will have supervisory responsibility for the design and implementation of programs for civic and political activists, particularly at the regional and local levels and among emerging leaders.  The Resident Director will also represent NDI to the government of Russian Federation, the US Embassy and USAID, and local and international non-governmental organizations (NGOs).  Candidate will also be responsible for the overall management of the office, to include financial and human resource management. Close coordination will also be expected with NDI -Washington, including day-to-day contact with the Washington-based staff that provides oversight for field activities.
Required Skills
  • Oversee in collaboration with Moscow-based staff the design and implementation of NDI’s programs and consultations with civic and political leaders as well as elected and other government officials;
  • Provide day-to-day management and oversight of professional and support staff in the field office;
  • Maintain relationships with key partners in civil society, government and the donor community;
  • Oversee the development, review and timely submission of program-related materials, including regular reports that describe activities, measure and evaluate program results, and report on political developments in Russian Federation that may affect program outcomes;
  • Ensure adherence to NDI-DC and Russian policies and procedures, as well as adherence to funder/donor regulations, ensuring the integrity of all financial transactions.

Qualifications:
  • Bachelor’s degree or equivalent in a field of study related to political science, international development, or international affairs;
  • Minimum fourteen (14) years substantive political experience, with particular emphasis on local organizing, issue-based advocacy, training and leadership development within politically active non-governmental organizations, parties or election campaigns;
  • Experience in program and personnel management;
  • Demonstrated ability to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community;
  • Ability to communicate and adapt skills and experience to others as a trainer, advisor and consultant;
  • Strong oral and written communication skills in English;
  • Experience in living and working overseas and an ability to work in a challenging environment is highly desirable, as is previous experience in former Soviet/Eastern bloc countries.
  • Previous experience working with USAID-funded programs also desirable.
