Description:
The National Democratic Institute for International Affairs (NDI) seeks a Resident Director to design and implement democracy assistance programs in the Russian Federation.  Particular focus is on strengthening the civic and political organizing capacities of Russian leaders in a wide range of Russian partner organizations and outreach with Russian governmental and non-governmental leaders.  This position will be based in Moscow and requires travel throughout the country.

This position will have supervisory responsibility for the design and implementation of programs for civic and political activists, particularly at the regional and local levels and among emerging leaders.  The Resident Director will also represent NDI to the government of Russian Federation, the US Embassy and USAID, and local and international non-governmental organizations (NGOs).  Candidate will also be responsible for the overall management of the office, to include financial and human resource management. Close coordination will also be expected with NDI -Washington, including day-to-day contact with the Washington-based staff that provides oversight for field activities.
Required Skills
  • Oversee in collaboration with Moscow-based staff the design and implementation of NDI’s programs and consultations with civic and political leaders as well as elected and other government officials;
  • Provide day-to-day management and oversight of professional and support staff in the field office;
  • Maintain relationships with key partners in civil society, government and the donor community;
  • Oversee the development, review and timely submission of program-related materials, including regular reports that describe activities, measure and evaluate program results, and report on political developments in Russian Federation that may affect program outcomes;
  • Ensure adherence to NDI-DC and Russian policies and procedures, as well as adherence to funder/donor regulations, ensuring the integrity of all financial transactions.

Qualifications:
  • Bachelor’s degree or equivalent in a field of study related to political science, international development, or international affairs;
  • Minimum fourteen (14) years substantive political experience, with particular emphasis on local organizing, issue-based advocacy, training and leadership development within politically active non-governmental organizations, parties or election campaigns;
  • Experience in program and personnel management;
  • Demonstrated ability to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community;
  • Ability to communicate and adapt skills and experience to others as a trainer, advisor and consultant;
  • Strong oral and written communication skills in English;
  • Experience in living and working overseas and an ability to work in a challenging environment is highly desirable, as is previous experience in former Soviet/Eastern bloc countries.
  • Previous experience working with USAID-funded programs also desirable.
