Description:
This position is in the Affairs Europe and Americas Division, Office of the Historian, Bureau of Public. The incumbent is responsible for compiling and editing the official documentary record of American foreign policy on major topics for publication in the series Foreign Relations of the United States and for the preparation of other selected documentary compilations and narrative historical studies as required.
    • Carries out complex historical documentary compiling projects in the field of U.S. relations with Europe (including the Soviet Union/Russia). 
    • Selects, analyzes, organizes, and edits official documents and other materials for their lasting importance as records of major decisions and actions by the United States Government.
    • Employs sound historical judgment in identifying the most significant documents in Presidential Libraries, the Department of State, and other depositories of government documents; uses experience and ingenuity in devising research strategies.
    • Presents documents in proper edited form and in correct perspective.
    • Evaluates complex records and when necessary condenses them without distortion.
    • Prepares editorial annotations summarizing and elucidating more complicated events, documents, and archival sources.
    • Submits proposals to the Division Chief defining major topics and methodologies for research.
    • Serves as a specialist on the history of U.S. relations with Europe (including the Soviet Union/Russia), analyzing problems related to the incumbent's specialty and giving sound professional recommendations as appropriate.
    • As directed, prepares narrative studies on the history of U.S. foreign relations.
    • Suggests the content of replies to inquiries respecting the negotiations and policies documented in the Foreign Relations series, with particular reference to the field of U.S. relations with Europe (including the Soviet Union/Russia).
    • Conducts policy-supportive historical research studies as needed for use by Department of State principals, Bureau of Public Affairs senior management, the White House, and other foreign affairs agencies.
    • Executes continuing consultative relationships with professional communities and the public. Attends conferences and responds to telephone, mail, and e-mail inquiries.
    • Performs other related duties as required.

    Qualifications:

    Have a bachelor's or graduate degree from an accredited college or university in history;

    OR

    Have a bachelor's or graduate degree from an accredited college or university in a field related to history that included at least 18 semester hours in history;

    IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST also meet one of the requirements listed below:

    Have at least 1 year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilitiesto successfully perform the duties of the position. This experience must be related to the work of the position and equivalent to at least the GS-09 level in the Federal service. Qualifying specialized experience must demonstrate the following:

    * Professional-level knowledge of general U.S. and international history.

    Working knowledge of major professional specialized field of history, especially U.S. relations with Europe (including the Soviet Union/Russia).

    Knowledge of the location, nature, and relative importance of the more complex files of the Presidential Libraries, the Department of State, as well as of other collections of official and quasi-official records, including depositories of collections in the Department of Defense, National Archives, CIA, NSA, and other official agencies charged with formulation and implementation of foreign relations.

    * Skill in formal research techniques used by professional-level historians as evidenced by academic publications or presentations.

    OR

    Have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled.
