Description:
CARE is seeking highly experienced Monitoring and Evaluation Manager candidates to work in an upcoming, four-year, USAID-funded New Economic Opportunities Initiative (NEO) in Georgia. Under the direct supervision of the Chief of Party, the Monitoring and Evaluation Manager is responsible for:

·Developing and maintaining the program’s M&E system;
·Design data collection and analysis tools and methods to operationalize the program’s M&E plan;
·Build partners’ capacity in M&E through providing feedback and technical assistance on M&E plan implementation;
·Facilitate development of and build staff and partners’ capacity on designing and implementing Performance Monitoring and Evaluation Plans;
·Coach partner organizations in data tracking, recording and reporting;
·Design and strengthen research components and evidence base within the program;
·Maintain use of combined qualitative and quantities data in the program;
·Monitor partnership quality and improvement/corrective plans;    
·The M&E Manager monitors the quality of all components infrastructure construction, rehabilitation activities, business start-up activities, community mobilization implemented in cooperation between the target communities and the program team;
·Monitoring the progress and evaluating specific socio-economic changes in the target communities.
·Recruit, induct, train and deploy M&E-designated staff
·Develop a database of existing lessons learned reviews
·Standardize guidelines for conducting lessons learned reviews
·Conduct a meta-analysis of lessons learned reviews


Qualifications:
·MA in International Development, International Educational Development and Social Sciences or a related field.
·A minimum of 5 years of experience working as senior M&E staff for a USAID-funded organization/project;
·Strong knowledge of logical framework design, quantitative/qualitative methods of data collection and statistical analysis;
·Fluency in spoken and written English;
·Computer literacy in MS Office applications and data-bases;
·Excellent communication and training skills;
·Excellent organizational skills and attention to detail;
·Advanced interpersonal skills and ability to form and maintain cooperative working relationships with colleagues;
·Presentation and Reporting skills.
·Previous experience of working in CIS countries or Eastern Europe
·Knowledge of Russian/Georgian is a plus.
