Description:
GFC has an immediate opening for an individual with exceptional talent,
commitment, and drive to implement and strengthen its philanthropy
program for the CEE/CIS region. In collaboration with other grantmaking
program staff, the program officer evaluates, develops, and implements
a regional grantmaking program of grant support, value-added services,
and knowledge management. The program officer’s primary responsibility
is the management of a grants portfolio totaling approximately $325,000
and currently comprising over 30 grantee partners in 13 countries,
currently encompassing Bosnia, Bulgaria, Georgia, Hungary, Kazakhstan,
Kyrgyzstan, Moldova, Romania, Russia, Serbia, Tajikistan, Turkey, and
Ukraine. The program officer also liaises with and develops a network
of regional experts and stakeholders. In addition, the program officer
works with the vice president of programs to create materials, expand
funding sources, and present GFC’s work and message to national and
international audiences. This position is based in Washington, DC, and
reports to the vice president of programs.
Key Responsibilities
-- Oversee grant administration, monitoring, and reporting for all CEE/CIS grantee partners
-- Identify innovative community-based organizations in CEE/CIS
that fall within GFC’s issue portfolios or otherwise meet GFC’s funding
criteria
-- Develop recommendations and rationale for funding of grantee
partners, grant amounts, and areas of GFC support; assist in
semi-annual distribution of grants
-- Cultivate relationships with grantee partners; manage ongoing relationships with regional partners
-- Promote GFC’s grantees and grantmaking program, in collaboration with the development team and senior management
-- Contribute content for grantmaking sections of GFC’s blog,
website, annual report, grants list, and other external publications
-- Oversee and collaborate with partners in CEE/CIS in the facilitation of grantee networks and Knowledge Exchange workshops
-- Facilitate capacity building through organizational development
assistance and through leverage of additional funding and increased
visibility for grantee partners
-- Contribute to the design and oversight of program evaluation
-- Work in collaboration with consultants and other members of
staff to organize research, information, and results from proposals,
reports, and surveys
-- Network with individuals, NGOs, and other organizations working
in the areas of children’s rights, health and well-being, and education
-- Perform site visits for monitoring current grantee partners and scouting prospective grantee partners
Qualifications:
-- US citizen or permanent resident
-- Master’s degree in related field with a minimum of 3 years of
relevant professional experience preferred; OR bachelor’s degree in
related field with a minimum of 5 years of relevant professional
experience
-- Fluency in English and proficiency in Russian required; additional regional languages an asset
-- Previous overseas living/work experience in Central Europe, Eastern Europe, or Central Asia required
-- Familiarity with national, regional, and global civil society actors and issues
-- Experience in strategic philanthropy for innovation and social change
-- Experience with community-based organizations working with youth, education, social change, rights, or health
-- Issue area knowledge of child and youth development, children
with disabilities, social protection, children’s rights, health, and/or
education
-- Strong networks within the CEE/CIS region
-- Excellent writing, communication, presentation, and interpersonal skills
-- Critical-thinking skills, including the ability to analyze field-based information
-- Exceptional attention to detail, organization, and time management
-- Self-motivated team player with balance and humor
-- An intrepid spirit with the ability to work in a fast-paced, entrepreneurial environment
-- Ability to travel independently in developing countries (3-4
international trips per year anticipated); occasional overnight
domestic travel
