Description:
This position is responsible for supporting Eurasia program staff in the development and implementation of country strategies, communications strategies, and support grants to indigenous business organizations in Russia and Ukraine. Program Officer will provide support to other regional initiatives on an as-needed basis. Primary area of activities will be in support of CIPE's NED grant program, and oversight of CIPE's USAID program in Russia. Position is project funded and contingent on further funding.

Accountabilities:

- Work with Regional Director in developing and implementing a strategy for accomplishing CIPE's objectives in the region.
- Develop and manage the communications programs in Russia and Ukraine to attract and inform indigenous business organizations, public policy research centers, and opinion leaders in target countries regarding CIPE's overall programs.
- Develop and manage a program of direct projects and grants for Eurasia. The grants program has the following dimensions:
1. Identify potential grantees and counsel them on how to develop CIPE project proposals.
2. Analyze project proposals against the overall strategy, grant guidelines and criteria.
3. Conduct comprehensive background checks on applicant organizations and key individuals.
4. Monitor and evaluate grantee performance to ensure full compliance.
5. Evaluate completed projects.

- Establish and maintain relationships with other donor organizations to create support linkages with CIPE strategies and to monitor trends.
- Work with USAID and other assistance programs to develop joint projects, grants and/or contracts to further private sector development.
- Provide management support and backstopping to CIPE's USAID Russia program and Ukraine NED program, including communications with and oversight of local office staff in Moscow and Kiev, and ensuring project meets established objectives and workplan.
- Monitor current events and US relations in the region and assess the impact on ongoing and planned CIPE projects.
- Understand and adhere to appropriate grant and office procedures, and policies of CIPE and the US Chamber of Commerce.

Qualifications:
- Candidate should have a minimum of five years experience in and understanding of the region, its business issues, and/or CIPE and its operations
- Bachelor's degree required. Graduate degree or related experience preferred
- Fluency in Russian and English in both written and verbal communications
- Excellence in writing, reporting, and English composition.
- Proficiency in MS Office, specifically MS Word, Excel, and Access
- Detail oriented and ability to handle multiple tasks in a fast paced environment
- Must be willing to travel for extended and multiple periods.
