Description:
The Public Health Program’s Health Media Initiative seeks a full-time program officer in its New York office. The program officer will report to HMI’s senior program officer, and will work in collaboration with all of the PHP’s other projects as well as staff of the OSF network.
The geographic focus of this work will be Eastern Europe, East and Southeast Asia, with possible additional activities in East and Southern Africa.

Responsibilities

  • Contribute to the development and implementation of the Health Media Initiative strategy, annual work plan and budget.
  • Work collaboratively with PHP projects and campaigns to strengthen grantees’ capacity to refine advocacy strategies and effectively utilize the media to advance their organizational policy goals.
  • Build and develop collaborative projects with Soros National and Regional Foundations.
  • Help develop and oversee a portfolio of grants, including the drafting of requests for proposals, evaluation of proposals, preparation of related documentation, and follow up and monitoring of grantee activity.
  • Identify and facilitate media technical assistance for grantees and partners.
  • Help identify and build a pool of long term strategic advocacy/media technical assistance providers (organizations and individuals) able to engage with PHP grantees in East and Southern Africa, Eastern Europe, Central Asia and Southeast Asia.
  • Develop terms of reference and contract agreements with consultants.
  • Develop joint initiatives with other OSI Programs and Offices.
  • Identify joint programming opportunities and efforts with external funders and partners.
  • Conceptualize and convene meetings, seminars and training workshops for partners and grantees.
  • Represent HMI at various fora, including meetings, conferences, partnerships and special events
  • Engage in other projects as assigned.

Qualifications:
  • Graduate degree in communications, journalism or other related social science field.
  • A minimum of 5 years’ work experience in strategic communications and advocacy.
  • NGO experience essential.
  • An understanding of civil society approaches for conducting advocacy.
  • Experience collaborating with/providing technical assistance to civil society organizations in developing advocacy strategies and media actions.
  • Up-to-date knowledge of digital and social media and their use by human rights activists. Knowledge of key organizations and networks active in the field of digital and social media for activism.
  • An understanding of and demonstrated commitment to advance, the health and human rights of marginalized people, including: people living with HIV/AIDS, TB; injecting drug users; people with intellectual disabilities; Roma; sex workers; and lesbian, gay bisexual and transgender persons.
  • Experience in grant-making, project management, including managing consultants, and developing and managing project budgets would be a plus.
  • Experience working in Eastern Europe and the former Soviet Union in a relevant field strongly preferred.
  • Excellent oral and written English.
  • Proficiency in oral and written Russian required, and other relevant languages for Eastern Europe, East and Southeast Asia would a plus.
  • Excellent analytical and organizational skills.
  • Ability to work as a team member and independently, with high level of self-motivation.
  • Ability to listen and communicate clearly and effectively with people from diverse cultures and backgrounds.
  • Ability to effectively manage several projects simultaneously in a fast-paced working environment.
  • Willingness to travel internationally on a frequent basis.
