Description:
The Osh based Protection Programme Manager will have primary role in managing the protection monitoring activities of DRC in South Kyrgyzstan (under a UNHCR-funded protection project), as well as in identifying protection gaps and writing protection project proposals.

Primary responsibilities
• Planning, implementation, monitoring and reporting to donors and other relevant humanitarian actors;
• Supervision and co-ordination of staff ;
• Liaison and close co-ordination with UN agencies, international and local NGOs;
• Liaison and close co-ordination with government authorities and, if required, non-state actors
• Management of DRC protection Unit and logistics;
• Monitoring of project expenditures;
• Assisting in developing new programme initiatives and fundraising relating to protection and emergency response, as and when required. 

Qualifications:
• Professional background in protection of internally displaced persons and/or refugees, as well as human rights law in general;
• Minimum 5 years of protection experience, including at least 3 years working in the field in refugee/IDP situations;
• Experience with documentation and analysis of protection data;
• Experience in protection training and advocacy;
• Experience in project management, including donor relations and staff supervision;
• Experience with relief/emergency response activities, especially assessment, logistics and monitoring, are an advantage;
• Willingness to live and work in an insecure environment with limited physical amenities;
• Excellent interpersonal and negotiation skills;
• Fluent English (spoken and written);
• Knowledge of Russian is an asset;
• Experience working for or with UNHCR is an advantage;
• Good experience in training and liaising with national NGOs.
